NAM's High-level Committee on the Reform of the United Nations met regularly and produced a consolidated NAM working paper on the composition of the Security Council and on measures to enhance the effective and efficient functioning of the Security Council.

The central purpose of the restructuring exercise, as stipulated in General Assembly resolution 45/177, was to ensure the more effective and efficient functioning of the intergovernmental machinery of the United Nations in the economic, social and related fields.
