The mandate of OIOS to provide support and advice to the Secretary-General, while at the same time reporting directly to the General Assembly, represented a tough balancing act, but the three delegations were convinced that under the leadership of the new Under-Secretary-General the partnership between OIOS and the wider Secretariat would enter a new and more constructive phase.

19. Ms. Tan (Singapore) said that her delegation remained concerned that the principles of geographical rotation and full consultation with Member States had not been respected in the appointment of the new Under-Secretary-General for Internal Oversight Services.

23. Ms. Grünenfelder (Switzerland), speaking also on behalf of Liechtenstein, said that it was reassuring to see the new Under-Secretary-General for Internal Oversight Services at the helm of OIOS at a time when strong leadership was particularly important.

Mr. Melrose (United States of America) said that his delegation looked forward to working with the new Under-Secretary-General for Internal Oversight Services to strengthen the role and functions of OIOS, whose work was of critical importance for the ongoing viability and effectiveness of the United Nations.
26 - السيد ميلروز (الولايات المتحدة الأمريكية): أعرب عن أمل وفده في العمل مع وكيلة الأمين العام الجديدة لمكتب خدمات الرقابة الداخلية على تعزيز دور المكتب ومهامه، لأن عمل المكتب يتسم بأهمية حاسمة بالنسبة لاستمرار حيوية وفعالية الأمم المتحدة.

In that connection, it was encouraging that the new Under-Secretary-General had undertaken to build a more cooperative relationship with OIOS clients and with management in general, while maintaining the Office's operational independence and providing more concise audit and inspection recommendations by concentrating on those matters of greatest significance.

Ms. Jacobsen Takahashi (Norway), congratulating the new Under-Secretary-General for Internal Oversight Services on her appointment and expressing appreciation for her predecessor's excellent work, stressed that the United Nations must manage its funds effectively, efficiently and with zero tolerance for corruption, fraud or any other misuse of funds.
