482. UNOPS had established the Strategy and Audit Advisory Committee with terms of reference resembling that of an audit committee.

The Board should continue to strike an appropriate balance between financial and performance audits and provide stakeholders with sufficient information while continuing with its efforts to streamline its reports.

(b) The Strategy and Audit Advisory Committee assists the Executive Director in fulfilling his oversight responsibilities in accordance with relevant best practices and industry standards;

(b) The Strategy and Audit Advisory Committee assists the Executive Director in fulfilling his/her oversight responsibilities in accordance with relevant leading practices and industry standards.

43. The transparency and independence of the UNOPS Internal Audit Office and the Strategy and Audit Advisory Committee are enhanced by their ability to communicate directly with the Executive Director of UNOPS.

483. The Board welcomed the establishment of the Strategy and Audit Advisory Committee, which has some elements similar to those of an audit committee. However, the Committee was not an audit committee per se and did not include governance review in its terms of reference.

63. The Strategy and Audit Advisory Committee was established by the Executive Director and its terms of reference were approved by the Executive Board in decision 2008/35, as part of the UNOPS oversight and accountability framework.

The Committee was cognizant of the fact that according to International Standards of Supreme Audit Institutions (ISSAI) Standard 5000, external auditors of publicly funded international institutions perform both regularity (the traditional financial statement audit) and performance audits.
