UNCTAD should conduct analysis, consensus-building and technical assistance on the promotion and operationalization of technology transfer for development from developed to developing countries, consistent with existing multilateral commitments, including a revival of the intergovernmental discussions on the UNCTAD Draft International Code of Conduct on Transfer of Technology.
