ولا يسمح بالكلام في أي اقتراح إجرائي بإعادة النظر لغير متكلمين اثنين يؤيدان الاقتراح ومتكلمين اثنين يعارضانه، ثم يطرح الاقتراح الإجرائي فوراً للتصويت.
