The latter formulation was preferred, such that the entire provision would read: " (d) the procuring entity shall preserve the integrity and confidentiality of a tender from the time as determined by the procuring entity, but in no case later than the time of its receipt, and shall ensure that the content of the tender is examined only after its opening in accordance with this Law " .
وأبدي تفضيل للصياغة الأخيرة، بحيث يصبح نص الحكم بكامله كما يلي: " (د) تحافظ الجهة المشترية على سلامة العطاء وسريته، منذ الوقت الذي تقرره الجهة المشترية، على ألا يتجاوز بأي حال من الأحوال وقت استلامه، وتضمن ألا يُفحص محتوى العطاء إلا بعد فتحه وفقا لهذا القانون " .
