Several speakers welcomed the finalization of the International Guidelines for Crime Prevention and Criminal Justice Responses with Respect to Trafficking in Cultural Property and Other related Offences by the expert group on protection against trafficking in cultural property and expressed support for their adoption.
ورحَّب عدَّة متكلِّمين بوضع الصيغة النهائية للمبادئ التوجيهية الدولية بشأن تدابير منع الجريمة والعدالة الجنائية فيما يتعلق بالاتِّجار بالممتلكات الثقافية وما يتَّصل به من جرائم أخرى، التي اعتمدها فريق الخبراء المعني بالحماية من الاتِّجار بالممتلكات الثقافية، وأعربوا عن دعمهم لاعتماد تلك المبادئ.

The possibility of convening a colloquium in the area of public procurement and related areas was highlighted through which topics and issues surrounding each topic for future work by UNCITRAL could be identified and the scope of any such future work clarified.
41- وأُشير إلى إمكانية الدعوة إلى عقد ندوة بشأن موضوع الاشتراء العمومي وما يتَّصل به من مجالات، حتى يتسنّى في سياقها تبيُّنُ المواضيع والمسائل المرتبطة بكل موضوع قد تتناوله لجنة الأونسيترال في أعمالها المقبلة وتوضيح نطاق تلك الأعمال.

1. The guidelines for crime prevention and criminal justice responses with respect to trafficking in cultural property and Other related offences have been developed in recognition of the criminal character of such offences and their devastating consequences for the cultural heritage of humankind.
1- أُعدَّت المبادئ التوجيهية بشأن تدابير منع الجريمة والعدالة الجنائية فيما يتعلق بالاتِّجار بالممتلكات الثقافية وما يتَّصل به من جرائم أخرى إقراراً بالطابع الإجرامي لهذه الجرائم ولتبعاتها الجسيمة على التراث الثقافي للإنسانية.

4. The present set of non-binding guidelines is available to Member States for their consideration in the development and strengthening of crime prevention and criminal justice policies, strategies, legislation and cooperation mechanisms to prevent and combat trafficking in cultural property and related offences in all situations.
4- وتتاح هذه المجموعة من المبادئ التوجيهية غير الملزِمة للدول الأعضاء لتنظر فيها في سياق إعداد وتعزيز سياساتها واستراتيجياتها وتشريعاتها وآلياتها للتعاون فيما يتعلق بمنع الجريمة والعدالة الجنائية والرامية إلى منع ومكافحة الاتِّجار بالممتلكات الثقافية وما يتَّصل به من جرائم في جميع الأوضاع.

5. The guidelines have the purpose of serving as a reference for national policymakers and as a tool for capacity-building in the area of crime prevention and criminal justice responses to trafficking in cultural property and related offences, in coordination with UNESCO and Other competent international organizations, as appropriate.
5- والهدف من المبادئ التوجيهية هو استخدامها كمرجع لمقرِّري السياسات الوطنيين وكأداة لبناء القدرات في مجال تدابير منع الجريمة والعدالة الجنائية الرامية إلى مكافحة الاتِّجار بالممتلكات الثقافية وما يتَّصل به من جرائم، بالتنسيق مع اليونسكو وسائر المنظمات الدولية المختصَّة حسب الاقتضاء.

Guideline 4. States should consider, as appropriate, establishing a central national authority or empowering an existing authority and/or enacting Other mechanisms for coordinating the activities related to the protection of cultural property against trafficking and related offences.
المبدأ التوجيهي 4- ينبغي للدول أن تنظر، حسب الاقتضاء، في إنشاء سلطة وطنية مركزية أو تمكين سلطة قائمة، و/أو اشتراع آليَّات أخرى، لتنسيق الأنشطة المتَّصلة بحماية الممتلكات الثقافية من الاتِّجار وما يتَّصل به من جرائم.
