In order to ensure transparency in the financing of election campaigns and that voter preference is not supplanted by spending power, the Parties consider that the Supreme Electoral Tribunal should have the power to set a ceiling for campaign spending by each presidential candidate in the mass media.
١٥ - وبغية ضمان الشفافية في تمويل الحملات الانتخابية وتفضيل ألا تحل القدرة على توظيف رؤوس اﻷموال والاقتصاد محل الناخبين، يرى الطرفان أنه يجب أن يتوافر للمحكمة الانتخابية العليا القدرة على وضع حد أقصى لنفقات الدعاية الانتخابية لكل مرشح رئاسي في وسائط الاعلام الجماهيرية.

14. the Parties consider it essential to increase the volume of cooperation in areas such as transport, communications, the power industry, engineering, agriculture, scientific and technical cooperation, culture and education in accordance with bilateral and multilateral agreements;
١٤ - يرى الطرفان أن من الضروري زيادة حجم التعاون في مجالات مثل: النقل، والاتصالات، والطاقة، وصنع اﻵلات، والزراعة، والتعاون العلمي والتقني، والثقافة، والتعليم وفقا للاتفاقات الثنائية والمتعددة اﻷطراف؛

2. the Parties consider that joint coordinated efforts should be exerted with a view to establishing bilateral and multilateral relations, based on internationally recognized principles and standards of international law in the zone of the Organization for Security and Cooperation in Europe (OSCE).
٢ - يرى الطرفان ضرورة بذل جهود منسقة بغية إقامة علاقات ثنائية ومتعددة اﻷطراف، تقوم على أساس مبادئ ومعايير القانون الدولي المعترف بها في منطقة منظمة اﻷمن والتعاون في أوروبا.

3. the Parties consider the restoration and protection of the territorial integrity of the States to be the imperative of strengthening peace, stability and security at the subregional and regional levels.
٣ - يرى الطرفان أن استعادة السلامة اﻹقليمية للدول وحمايتها لا مفر منهما لتعزيز السلام والاستقرار واﻷمن على الصعيدين دون اﻹقليمي واﻹقليمي.

١ - يرى الطرفان أن قيام الدول المطلة على بحر قزوين، عن طريق توافق اﻵراء، بوضع وإبرام اتفاقية بشأن المركز القانوني لهذا البحر يمثل واحدة من أولوياتهما العاجلة.

2. the Parties consider that the maintenance of peace would be promoted by an increase in the number of international observers in the zone of conflict and by the use of international peace-keeping forces, subject to agreement by the Security Council and the Secretary-General.
٢ - يرى الطرفان أن صون السلم سوف يتعزز عن طريق زيادة عدد المراقبين الدوليين الموجودين في منطقة النزاع وعن طريق الاستعانة بقوات حفظ السلم الدولية، وذلك رهنا بموافقة مجلس اﻷمن واﻷمين العام.

In accordance with the Ashkhabad agreement by the Presidents of the Caspian States to hold their meetings on a regular basis, the Parties consider it necessary to undertake preparations for a second Caspian summit and, to this end, to hold a meeting of the Ministers for Foreign Affairs of the Caspian States.
ووفقا لاتفاق أشخباد بين رؤساء دول بحر قزوين على عقد اجتماعاتهم بصورة منتظمة، يرى الطرفان أن من الضروري الشروع في التحضير لمؤتمر القمة الثاني لدول بحر قزوين وعقد اجتماع لوزراء خارجية تلك الدول لهذا الغرض.

8. Bearing in mind the need to steadily improve the electoral rolls which the Supreme Electoral Tribunal is responsible for compiling and updating, the Parties consider that it would be useful for the Electoral Reform Commission to study ways of ensuring that deaths and changes of address are recorded systematically.
٨ - مع مراعاة ضرورة تحسين الشكل الدائم للسجل الانتخابي، الذي تتولى المحكمة الانتخابية العليا المسؤولية عن إنشائه واستكماله، يرى الطرفان أن من المناسب أن تضطلع لجنة اﻹصلاح الانتخابي بتحليل من أجل إنفاذ المراقبة المنتظمة لتحديد أماكن اﻹقامة والانتقال منها أو إليها.

21. Bearing in mind the role of the Supreme Electoral Tribunal in the electoral reform proposed in this Agreement, the Parties consider that it would be helpful if the Electoral Reform Commission were to analyse what resources the Tribunal requires in order to function efficiently, particularly in order to perform its ongoing functions in the areas of voter registration, preparation of electoral rolls and public information campaigns.
٢١ - ومع مراعاة دور المحكمة الانتخابية العليا في الاصلاح الانتخابي المقترح في هذا الاتفاق، يرى الطرفان أن من المناسب أن تجري لجنة الاصلاح الانتخابي تحليلا للموارد اللازمة لتلك المحكمة من أجل عملها بكفاءة، ولا سيما قيامها بوظائفها الدائمة في مجال التسجيل والقيد والحملات الاعلامية الموجهة للمواطنين.

6. Given that lack of reliable documentation is an obstacle to the implementation of the various phases of the electoral process, the Parties consider that it would be useful to introduce a single identity document, with a photograph of the holder, which would replace the present local identity card and which, as an identification document for all civil matters, would also serve for elections.
٦ - نظرا ﻷن عدم توافر الوثائق التي يعول عليها يمثل عقبة أمام اتخاذ الخطوات المحددة للعملية الانتخابية، يرى الطرفان أن من الملائم البدء في اﻷخذ بوثيقة وحيدة للهوية تشتمل على صورة فوتوغرافية ويستعاض بها عن الوثيقة الحالية لمحل اﻹقامة، وتستخدم أيضا في إطار تحديد الهوية لجميع اﻷعمال المتعلقة بالحياة المدنية وﻷغراض العمليات الانتخابية.

Given the outbreak of a new illness in the world -- the severe acute respiratory syndrome -- the Parties believe it necessary to invigorate contacts in the field of public health and medical science by using available mechanisms of cooperation.
وفي ضوء تفشي مرض جديد في العالم - متلازمة الالتهاب الرئوي الشديد الحدة - يرى الطرفان أن من الضروري إنعاش الاتصالات بين السلطات الصحية والطبية باستخدام آليات التفاعل المتاحة.

20. the Parties believe that an Advisory Council on Security would help the executive branch to implement this concept of integral security. The Council shall be composed of eminent personalities representing the economic, social, professional, academic, ethnic, political and cultural diversity of Guatemala.
٠٢ - ولمساعدة الهيئة التنفيذية على إعمال مفهوم اﻷمن المتكامل هذا، يرى الطرفان ضرورة إنشاء مجلس استشاري لشؤون اﻷمن، يضم شخصيات بارزة تمثل التنوع الاقتصادي والاجتماعي والمهني واﻷكاديمي والعرقي والسياسي والثقافي الذي تتسم به غواتيمالا.

3. the Parties believe that the consistent observance of the principles set forth in the basic documents of the United Nations, the Organization for Security and Cooperation in Europe (OSCE) and other international and regional organizations is a major factor in the strengthening of confidence and security in the Eurasian region and the safeguarding of human rights and fundamental freedoms;
٣ - يرى الطرفان أن التطبيق الدقيق للمبادئ الواردة في الوثائق المؤسسة لمنظمة اﻷمم المتحدة، ومنظمة اﻷمن والتعاون في أوروبا، وغيرهما من المنظمات الدولية واﻹقليمية عامل هام في تعزيز الثقة واﻷمن في المجال اﻷوروبي اﻵسيوي، وإعمال حقوق اﻹنسان وحرياته اﻷساسية؛

2. the Parties believe that mutual support in matters of State sovereignty, unity and territorial integrity which affect the fundamental interests of both countries is an important component of Russian-Chinese strategic cooperation.
2 - يرى الطرفان أن توفير الدعم المتبادل بشأن المسائل التي تمس المصالح الأساسية للدولتين فيما يتعلق بسيادة الدولة ووحدتها وسلامتها الإقليمية، يُشكل أحد العناصر الأساسية للتعاون الاستراتيجي بين الاتحاد الروسي والصين.
