وإذ تؤكد من جديد الهدف الرئيسي لبرنامج عمل فيينا وهو العمل بشكل أكثر اتساقا على تلبية الاحتياجات الإنمائية الخاصة للبلدان النامية غير الساحلية والتصدي للتحديات التي تواجهها بسبب موقعها النائي وغير الساحلي وما تواجهه من معوقات جغرافية، والإسهام بالتالي في تحسين معدل النمو المستدام والشامل الذي يمكن أن يسهم في القضاء على الفقر من خلال التحرك نحو تحقيق هدف إنهاء الفقر المدقع،

21 - إن الهدف الرئيسي لبرنامج عمل فيينا هو تحقيق المزيد من الاتساق في تلبية الاحتياجات الإنمائية الخاصة للبلدان النامية غير الساحلية والتصدي للتحديات التي تواجهها هذه البلدان نتيجة لموقعها النائي وغير الساحلي والمعوقات الجغرافية المرتبطة بذلك، والإسهام بالتالي في تحسين معدل النمو المستدام والشامل الذي يمكن أن يسهم في القضاء على الفقر من خلال التحرك نحو تحقيق الهدف المتمثل في إنهاء الفقر المدقع.
