In evaluating the financial capacity of the applicant, the Commission was provided with a financial statement dated 18 June 2012 and duly signed by Xie Xuren, Minister of Finance of China, certifying that the applicant has the necessary financial resources to meet the estimated costs of the proposed plan of work for exploration and to fulfil its financial obligations to the Authority.
