Pending the achievement of such a goal, the Conference reaffirms the decision, in paragraph 8 of decision 2 of the 1995 Review and Extension Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons to take further steps to assure non-nuclear weapon States Parties to the Treaty against the use or threat of use of nuclear-weapons that could take the form of an internationally legally binding instrument.
وبانتظار تحقيق هذا الهدف، يعيد المؤتمر تأكيد القرار الوارد في الفقرة 8 من المقرر 2 الذي اعتمده مؤتمر الأطراف في معاهدة عدم انتشار الأسلحة النووية لاستعراض المعاهدة وتمديدها لعام 1995، والقاضي باتخاذ المزيد من الخطوات لحماية الدول غير الحائزة للأسلحة النووية الأطراف في المعاهدة من استعمال الأسلحة النووية أو التهديد باستعمالها، والتي يمكن أن تأخذ شكل صك دولي ملزم قانونيا.
