وفي حال عدم وجود اعتراض على منظمة ما، ينبغي منح تلك المنظمة مركز المراقب ما لم يقرّر المؤتمر خلاف ذلك.

When the issue arises as to whether the matter is one of substance or not, that matter shall be treated as one of substance unless otherwise decided by the Conference by the majority required for a decision on matters of substance.
عندما ينشأ خلاف بشأن ما إذا كانت المسائل موضوعية أم لا، تعامل تلك المسائل على أنها مسألة موضوعية ما لم يقرّر المؤتمر خلاف ذلك بالأغلبية اللازمة لاتخاذ قرار بشأن المسائل الموضوعية.
