إن قيادة العراق الجديدة تعمل على أن يكون العراق في عهده الجديد عامل استقرار في محيطه الإقليمي والدولي، والابتعاد عن كل ما من شأنه أن يزيد من التوتر الحاصل في منطقة الشرق الأوسط، وما يهمه الآن هو إعادة بناء البلد من جديد ليسهم مع بقية دول العالم في بناء حضارة الإنسان.

Paragraph 9 provides that if a contract with Iraq became impossible to perform after 2 August 1990, Iraq is liable for “any direct loss the other party suffered as a result, including lost profits”.

Accordingly, it is neither logical nor rational that Iraq should be the major contributor to the budgets of these agencies from its funds designated for humanitarian purposes at a time when its right to use these funds for the payment of its contributions to the United Nations is being denied.
