Recommendation 31. Following receipt and preliminary examination of an unsolicited proposal, the contracting authority should inform the author, within a reasonably short period, whether or not there is a potential public interest in the project.
التوصية 31- عقب تلقي اقتراح غير ملتمس وفحصه فحصا أوليا، ينبغي للسلطة المتعاقدة أن تعلم مقدمه، في غضون فترة قصيرة معقولة من الزمن، بما إذا كانت هناك مصلحة عمومية محتملة في المشروع أم لا.

Recommendation 34. If it appears that the envisaged output of the project cannot be achieved without using a process, design, methodology or engineering concept for which the author of the unsolicited proposal possesses exclusive rights, the contracting authority should seek to obtain elements of comparison for the unsolicited proposal.
التوصية 34- إذا ظهر بوضوح أن الناتج المتوخى من المشروع لا يمكن تحقيقه بدون استخدام عملية أو تصميم أو منهجية أو مفهوم هندسي، يحوز صاحب الاقتراح غير الملتمس حقوقا حصرية له فيها، ينبغي للسلطة المتعاقدة أن تسعى إلى الحصول على عناصر مقارنة للاقتراح غير الملتمس.

For that purpose, the contracting authority should publish a description of the essential output elements of the proposal with an invitation for other interested parties to submit alternative or comparable proposals within a certain reasonable period.
وتحقيقا لذلك الغرض، ينبغي للسلطة المتعاقدة أن تنشر وصفا للعناصر الجوهرية للناتج المتوخى من الاقتراح، مع دعوة سائر الأطراف المهتمة بالموضوع إلى تقديم اقتراحات بديلة أو قابلة للمقارنة، في غضون فترة معقولة من الزمن.

2. Content of the final request for proposals 59. At the final stage, the contracting authority should invite the bidders to submit final proposals with respect to the revised project specifications, performance indicators and contractual terms.
59- في المرحلة النهائية، ينبغي للسلطة المتعاقدة أن تدعو مقدمي العروض إلى تقديم اقتراحات نهائية فيما يتعلق بمواصفات المشروع وبمؤشرات الأداء المنقحة وبالشروط التعاقدية.

83. the contracting authority should rank all responsive proposals on the basis of the evaluation criteria set forth in the request for proposals and invite the best rated bidder for final negotiation of certain elements of the project agreement.
83- ينبغي للسلطة المتعاقدة أن تصنف جميع الاقتراحات الملبية للطلب على أساس معايير التقييم المبينة في طلب الاقتراحات وأن تدعو إلى التفاوض النهائي بشأن عناصر معينة من اتفاق المشروع أفضل مقدمي العروض.
