149. The Working Group agreed to recommend to the Sub-Commission that it request the High Commissioner, in her capacity as Coordinator of the International Decade of the World's Indigenous People, to continue to seek ways to cooperate with UNESCO, in particular in respect of possible joint workshops, seminars, projects and programmes in the fields of education and culture of indigenous peoples.

The Working Group agreed to recommend to the Sub-Commission that it propose to the Commission on Human Rights that a three—day technical meeting take place prior to the seventeenth session of the Working Group to undertake the mid-point review of the International Decade as recommended by the General Assembly in resolution 50/157.

26. At its thirteenth session, the Working Group on Indigenous Populations decided to recommend to the Sub-Commission that the Chairperson-Rapporteur, Ms. Erica-Irene A. Daes, be entrusted with the preparation of a working paper on the concept of " indigenous people " .
٦٢- قرر الفريق العامل المعني بشؤون السكان اﻷصليين، في دورته الثالثة عشرة، أن يوصي اللجنة الفرعية بأن تعهد إلى الرئيسة - المقررة، السيدة إيريكا - ايرين أ. دايس بإعداد ورقة عمل عن مفهوم " السكان اﻷصليين " .

101. The Working Group decided to recommend to the Sub-Commission to invite the Commission to request the Council to authorize the seminar on treaties, agreements and other constructive arrangements between indigenous people referred to in Commission resolution 2002/63.
100- قرر الفريق العامل أن يوصي اللجنة الفرعية بأن تدعو المجلس إلى الإذن بعقد الحلقة الدراسية المعنية بالمعاهدات والاتفاقات وغيرها من الترتيبات البناءة بين الدول والسكان الأصليين التي أشارت إليها لجنة حقوق الإنسان في قرارها 2002/63.

The Working Group expressed appreciation to Ms. Hampson for the additional working paper on the human rights situation of indigenous peoples in States and territories threatened with extinction for environmental reasons and decided to recommend to the Sub-Commission to appoint Ms. Hampson as the Special Rapporteur to produce a study on this important matter.
122- أعرب الفريق العامل عن تقديره للسيدة هامبسون على ورقة العمل الإضافية التي أعدتها حول موضوع حالة حقوق الإنسان للشعوب الأصلية في الدول والأقاليم المهددة بالزوال لأسباب بيئية، وقرر أن يوصي اللجنة الفرعية بأن تعين السيدة هامبسون مقررة خاصة لإعداد دراسة حول هذه المسألة الهامة.

The Working Group decided to recommend to the Sub-Commission that it invite Governments, the United Nations system, indigenous and non-governmental organizations, as well as relevant academic institutions to contribute information concerning land rights to the Special Rapporteur on the study on indigenous people and their relationship to land prior to the sixteenth session of the Working Group.

109. The Working Group decided to recommend to the Sub-Commission that a database be established containing systematic information on good practices, organized according to the principles contained in the Declaration; and that another database be established on national, regional and international recourse mechanisms, including national commissions, community mediation and other forms of peaceful settlement of disputes. 154. The Working Group decided to recommend to the Sub-Commission that it request the Office of the High Commissioner for Human Rights to organize, in the first quarter of 2000, a seminar on treaties, agreements and other constructive arrangements to provide an opportunity for interested Governments and indigenous peoples as well as the Special Rapporteur to exchange views on the conclusions and recommendations of the study.

106. The Working Group should recommend to the Sub-Commission that it invite the human rights treaty bodies to pay specific attention to the obligations contained in treaties, agreements and other constructive arrangements between States and indigenous peoples, as noncompliance with these obligations have negative effects with regard to the rights protected under international human rights instruments.
106- ينبغي للفريق العامل أن يوصي اللجنة الفرعية بأن تدعو الهيئات التي تتولى رصد الامتثال لمعاهدات حقوق الإنسان إلى إيلاء الاهتمام تحديداً للالتزامات الواردة في المعاهدات والاتفاقات وغيرها من الترتيبات البناءة بين الدول والشعوب الأصلية، حيث إن عدم الوفاء بهذه الالتزامات تترتب عليه آثار سلبية فيما يتعلق بالحقوق التي تحظى بالحماية بموجب الصكوك الدولية المتعلقة بحقوق الإنسان.

In that regard, it decided to recommend that the Sub-Commission request the High Commissioner for Human Rights to develop and implement procedures for conflict prevention in which members of minorities as well as of majorities would participate in dialogue from the earliest possible moment, and ensure that minorities as well as majorities are included in peacekeeping and post—conflict peace-building.
وفي هذا الصدد، قرر أن يوصي اللجنة الفرعية بأن ترجو من المفوض السامي لحقوق اﻹنسان وضع وتنفيذ إجراءات لمنع نشوب المنازعات يمكن ﻷعضاء اﻷقليات وﻷعضاء اﻷغلبيات المشاركة بموجبها في حوار من أول لحظة ممكنة، والتأكد من إشراك اﻷقليات واﻷغلبيات في حفظ السلم وبناء السلم بعد النزاع.

The Working Group decided to recommend that, the Sub-Commission request the respective Committees to include in their reporting guidelines for States parties a request for information concerning the minority-related rights relevant to the treaty in question, and to pay particular attention to the question of the status of minorities during their consideration of State party reports.
وقرر الفريق العامل أن يوصي اللجنة الفرعية بأن تطلب من اللجان كلّ في مجال اختصاصها أن تدرج في مبادئها التوجيهية المتعلقة بالتقارير التي تقدمها الدول اﻷطراف طلبا للحصول على معلومات تتعلق بحقوق اﻷقليات ذات الصلة بالمعاهدة المعنية، وأن تولي اهتماما خاصا للمسألة المتعلقة بمركز اﻷقليات أثناء نظرها في تقارير الدول اﻷطراف.
