7. the Permanent Forum recommends that the United Nations Declaration on the Rights of Indigenous Peoples should serve as a binding framework in the formulation of plans for development and should be considered fundamental in all processes related to climate change at the local, national, regional and global levels.

15 - يوصي المنتدى الدائم بأن تقوم وكالات الأمم المتحدة المعنية والدول الأعضاء التي يعيش فيها رعاة الرنة من الشعوب الأصلية بدعم برامج التدريب والتعليم الموجهة لشباب هؤلاء الرعاة ومجتمعاتهم المحلية من أجل تأمين استمرار وصمود مجتمعاتهم وثقافاتهم في القطب الشمالي والمناطق المجاورة له في مواجهة تغير المناخ والتغير في استخدام الأراضي وتأثير العولمة.

11. the Permanent Forum recommends that United Nations agencies review their policies, which presently allow them to assist only indigenous peoples in developing countries, and to urgently revise such policies to ensure that all indigenous peoples, in both developed and developing countries, have access to resources, technical assistance and other support from all United Nations agencies and funds.
11 - يوصي المنتدى الدائم بأن تعيد وكالاتُ الأمم المتحدة النظر في سياساتها التي لا تسمح حاليا إلاّ بمساعدة الشعوب الأصلية التي تعيش في البلدان النامية، وبأن تنقح الوكالات تلك السياسات بصورة عاجلة لكي تُكفل للشعوب الأصلية كافة، سواء أكانت تعيش في البلدان النامية أو البلدان المتقدمة النمو، إمكانيةُ الاستفادة من الموارد والمساعدة التقنية وسائر أشكال الدعم المقدم من كل وكالات الأمم المتحدة وصناديقها.

10. To draw more attention to diabetes and other non communicable diseases, the Permanent Forum recommends that WHO, the Pan American Health Organization (PAHO) and Governments develop action plans to improve access by indigenous peoples living with diabetes to health prevention and care of diabetes and non-communicable diseases.
10 - ومن أجل توجيه المزيد من الاهتمام إلى مرض السكري والأمراض غير المعدية الأخرى، يوصي المنتدى الدائم بأن تضع منظمة الصحة العالمية ومنظمة الصحة للبلدان الأمريكية والحكومات خطط عمل لتحسين حصول مرضى السكري من الشعوب الأصلية على خدمات الوقاية والرعاية الصحية لمرضى السكري والمصابين بالأمراض غير المعدية.

In this regard, the Forum recommends that indigenous peoples and their organizations and representatives participate in the dialogues between Member States and civil society during meetings of the Group.
وفي هذا الصدد، يوصي المنتدى الدائم بأن تشارك منظمات أبناء الشعوب الأصلية وممثليهم في الحوارات التي تجري بين الدول الأعضاء والمجتمع المدني خلال اجتماعات هذا الفريق العامل.

78. In order to protect the human rights of indigenous peoples, the Forum recommends that States create indigenous ombudsmen offices, especially for indigenous women, ensuring the full and effective participation of indigenous women.
78 - يوصي المنتدى الدائم بأن تقوم الدول، لأغراض حماية حقوق الإنسان للشعوب الأصلية بإنشاء مكاتب أمناء مظالم للشعوب الأصلية، وخاصة لنساء الشعوب الأصلية، تكفل مشاركتهن الكاملة والفعالة.
