The Council emphasized that the primary cause of the crises in Angola and the impasse of the peace process was the failure by UNITA to comply with its obligations under the Lusaka Protocol, and demanded that UNITA fulfil immediately those obligations.

8. Calls upon the Government of Angola and in particular UNITA to cooperate fully with MONUA and to ensure the freedom of movement and the safety of its personnel;
٨ - يطلب إلى حكومة أنغولا وبوجه خاص إلى يونيتا أن يتعاونا مع بعثة مراقبي اﻷمم المتحدة في أنغولا تعاونا كاملا، وأن يكفلا حرية حركة أفرادها وسلامتهم؛

The facts are clear: it does not make sense for UNITA to resort to armed struggle against a State where political activity is not restricted and where UNITA participates in its main political institutions — namely, the Government and Parliament.
إن الحقائق واضحة: ليس من المعقول لاتحاد يونيتا أن يلجأ إلى الكفاح المسلح ضد دولة لا يقيد فيها النشاط السياسي وحيث يشارك اتحاد يونيتا في مؤسساتها السياسية الرئيسية - لا سيما الحكومة والبرلمان.

5. Calls upon the GURN and in particular UNITA to guarantee unconditionally the safety, security and freedom of movement of all United Nations and international personnel;
٥ - يطلب إلى حكومة الوحدة والمصالحة الوطنية وبصورة خاصة إلى يونيتا أن تضمنا ضمانا غير مشروط سلامة موظفي اﻷمم المتحدة والموظفين الدوليين كافة، وأمنهم وحرية تنقلهم؛

To that effect, they appealed to the leader of UNITA to submit to the United Nations Observer Mission in Angola (MONUA) all troops who have avoided the control of the United Nations with a view to their demobilization, so as to allow for the peaceful extension of the administration of the State to the entire national territory and to facilitate the free circulation of people and goods.
وناشدوا في هذا الصدد زعيم يونيتا أن يسلﱢم إلى بعثة مراقبي اﻷمم المتحدة في أنغولا جميع الجنود الذين لم يخضعوا بعد لسيطرة اﻷمم المتحدة من أجل تسريحهم، لكي يتسنى بسط السلطة اﻹدارية للدولة على اﻹقليم الوطني برمته وتيسير حرية حركة اﻷفراد والبضائع.

12. Calls upon the President of UNITA to travel to Luanda for the creation of the Government of National Unity and Reconciliation, and thereafter to maximize the amount of time spent in Luanda in order to enhance confidence in the country's democratic institutions and the irreversibility of the peace process;
١٢ - يطلب إلى رئيس " يونيتا " أن يسافر إلى لواندا ﻷجل إنشاء حكومة الوحدة الوطنية والمصالحة، على أن يقضي بعد ذلك أطول وقت ممكن في لواندا من أجل تعزيز الثقة في مؤسسات البلد الديمقراطية وفي عدم قابلية عملية السلام للنقض؛

It is imperative that UNITA do everything possible to dispel doubts about its full cooperation in this process, and to declare formally that it has quartered all its troops and surrendered all available weapons.
ويتعين على يونيتا أن تبذل قصارى جهدها لتبدد أي شكوك حول تعاونها الكامل في هذه العملية ولتعلن رسميا أنها جمعت كافة قواتها في أماكن اﻹيواء المحددة وأنها سلمت جميع اﻷسلحة المتوفرة.

They demanded that UNITA comply unconditionally with it obligations, and expressed support for my efforts and those of my Special Representative to reinvigorate the peace process through consultations with the Government and UNITA.
