The report provides an overview of critical needs for enhancing the distinct programme and coordination capabilities of the International Framework of Action in relation to major strategic challenges in the fields of sustainable development and humanitarian assistance.

كما أنها تعتمد على الطابـــع التشغيلـــي المستمر للمكونات اﻷخرى ﻹطار العمل الدولي للعقد، لا سيما أمانته بإدارة الشؤون اﻹنسانية.

Emphasizes that effective and efficient coordination and servicing of the above components of the International Framework of Action for the Decade requires a financially and structurally stable secretariat of the Decade, reporting to the Secretary-General through the Emergency Relief Coordinator;
" ٠١ - تؤكد أن الفعالية والكفاءة في تنسيق وخدمة المكوﱢنات المبينة أعلاه ﻹطار العمل الدولي للعقد يتطلبان أمانة للعقد مستقرة ماليا وهيكليا، مسؤولة أمام اﻷمين العام من خلال منسق اﻹغاثة في حالات الطوارئ؛

" 9. Calls on the Secretary-General to ensure adequate consideration and involvement of the International Framework of Action for the Decade in the evaluation and overall review and appraisal of the implementation of Agenda 21 in 1997;
" ٩ - تطلـب إلى اﻷمين العام كفالة إيلاء الاعتبار المناسب ﻹطار العمل الدولي للعقد وإدخاله في التقييم وفي الاستعراض والتقييم الشاملين لتنفيذ جدول أعمال القرن ١٢ في عام ٧٩٩١؛

4. The report further points out that the level of contributions to the Trust Fund is still insufficient for both the desired programme activities as well as the core tasks of the International Framework of Action for the Decade.
٤ - ويشير التقرير كذلك الى أن مستوى التبرعات المقدمة الى الصندوق الاستئماني لا تزال غير كافية لﻷنشطة البرنامجية المستصوبة وللمهام الرئيسية ﻹطار العمل الدولي للعقد.

(b) Facilitating, monitoring and adapting the implementation of the action plan for the International Framework of Action for the Decade, on the basis of the Yokohama Strategy and Plan of Action.
)ب( تسهيل ورصد وتطوير تنفيذ خطة العمل ﻹطار العمل الدولي للعقد، على أساس استراتيجية وخطة عمل يوكوهاما.

10. Emphasizes that effective and efficient coordination and servicing of the above-mentioned components of the International Framework of Action for the Decade require a financially and structurally stable secretariat of the Decade, reporting to the Secretary-General through the Emergency Relief Coordinator;

Expresses its concern about the continuing financial limitations with regard to effective support for the International Framework of Action for the Decade and in relation to the national, subregional, regional and international activities for the implementation of the Yokohama Strategy and the Plan of Action contained therein, as endorsed by the General Assembly in its resolution 49/22 A;
" ٧ - يعرب عن قلقه إزاء استمرار القيود المالية فيما يتعلق بالدعم الفعال ﻹطار العمل الدولي للعقد وبالنسبة إلى اﻷنشطة الوطنية ودون الاقليمية والاقليمية والدولية من أجل تنفيذ استراتيجية يوكوهاما وخطة العمل الواردة فيها التي أيدتها الجمعية العامة في قرارها ٩٤/٢٢ ألف؛

٧ - يوصي بإيلاء النظر الملائم ﻹطار العمل الدولي للعقد بوصفه جزءا من تقييم تنفيذ جدول أعمال القرن ٢١)١٧٤( واستعراضه وتقديمه بشكل شامل في عام ١٩٩٧.

10. ٧ - يوصي بإيلاء النظر الملائم ﻹطار العمل الدولي للعقد بوصفه جزءا من تقييم تنفيذ جدول أعمال القرن ٢١)١٧٤( واستعراضه وتقييمه بشكل شامل في عام ١٩٩٧.

The secretariat also serves the International Framework of Action of the Decade. In line with the provisions of General Assembly resolution 50/117 of 20 December 1995, a closing event for the Decade will be, before the end of 1999, an overall evaluation of its achievements and a disaster reduction strategy for the twenty-first century will also be mapped out.
كما تقدم اﻷمانة الخدمات ﻹطار العمل الدولي للعقد وستكون المناسبة الختامية للعقد، بما يتفق وأحكام قرار الجمعية العامة ٥٠/١١٧، المؤرخ ٢٠ كانون اﻷول/ ديسمبر ١٩٩٥ قبل نهاية عام ١٩٩٩، بمثابة تقييم شامل ﻹنجازات العقد، كما ستوضع استراتيجية للحد من الكوارث للقرن الحادي والعشرين.

(a) Serving as focal point for the International Framework of Action for the Decade and the Department of Humanitarian Affairs for all aspects of disaster reduction in the context of major United Nations programme activities and conferences:
)أ( العمل كمركز تنسيق، ﻹطار العمل الدولي للعقد وﻹدارة الشؤون اﻹنسانية، بالنسبة لجميع جوانب الحد من الكوارث في سياق اﻷنشطة البرنامجية والمؤتمرات الرئيسية لﻷمم المتحدة:

19. Finally, and as part of its core functions, the secretariat of the Decade supports the International Framework of Action for the Decade, and the Emergency Relief Coordinator in his capacity as Under-Secretary-General for Humanitarian Affairs, in all aspects of promotion of the Decade's goals and objectives and advocacy of natural disaster reduction.
١٩ - وأخيرا، تعمل أمانة العقد في سياق مهامها اﻷساسية، على تقديم الدعم ﻹطار العمل الدولي للعقد ولمنسق اﻹغاثة في حالات الطوارئ بصفته وكيل اﻷمين العام للشؤون اﻹنسانية بالنسبة لجميع جوانب الترويج ﻷهداف العقد ولمقاصده ولجميع جوانب الدعوة الى الحد من الكوارث الطبيعية.

However, we must express concern — concern also reflected in Economic and Social Council resolution 1995/47 B — at the continuing financial limitation with regard to effective support for the International Framework of Action for the Decade, and, in this connection, call upon Member States and all others involved in the Decade to provide adequate financial resources.
بيد أنه يجب علينا أن نعرب عن القلق - الذي انعكس أيضا في قرار المجلس الاقتصادي والاجتماعـي ١٩٩٥/٤٧ باء - إزاء التقييد المالي المتواصل فيما يتعلق بالدعم الفعال ﻹطار العمل الدولي للعقد، وفي هــذا الصدد، ندعو جميع الدول اﻷعضاء وجميع المشاركيــن اﻵخرين في العقد لتوفير موارد مالية كافية.
