Under article V(1)(e) NYC, one of the grounds for refusing to issue a writ of execution for the enforcement of an arbitral award could be that the award had not yet become binding on the parties or had been set aside or suspended by a competent authority of the country in which, or under the law of which, that award had been made.
وبموجب أحكام المادة الخامسة (1) (ه) من اتفاقية نيويورك، فإنَّ من الأسباب المتاحة لرفض إصدار أمر تنفيذ قضائي لإنفاذ قرار تحكيم ألاَّ يكون هذا القرار قد صار ملزماً للطرفين بعد، أو أن تكون سلطة مختصة في البلد الذي صدر هذا القرار فيه أو بموجب قانونه قد ألغته أو علقته.

Illicit manufacturing refers to manufacturing: (a) from parts and components illicitly trafficked; (b) without a licence or authorization from a competent authority of the State in which the manufacture or assembly takes place; or (c) without marking, with inadequate marking or with duplicated or falsified marking of small arms or light weapons at the time of manufacture.

According to Article 3, paragraph (d), illicit manufacturing means the manufacturing or assembly of firearms, their parts and components or ammunition from parts and components (i) illicitly trafficked; (ii) without a licence or authorization from a competent authority of the State where the manufacture or assembly takes place; or (iii) without marking the firearms at the time of manufacture, in accordance with the Protocol.
