2- إذا لم تقدم دولة الجنسية أيَّةَ مطالبة، جاز لدولة أخرى أن تقدم مطالبة للدولة المطلقة وذلك عن أضرار يكون قد تكبدها في إقليمها أيُّ أشخاص طبيعيين أو معنويين.

1. A claim for compensation for damage may be presented to a launching State not later than one year following the date of the occurrence of the damage or the identification of the launching State which is liable.
1- يمكن أن تقدم المطالبة بالتعويض عن الأضرار إلى الدولة المطلقة خلال مهلة لا تتجاوز السنة الواحدة من تاريخ حدوث الأضرار أو تاريخ تحديد الدولة المطلقة المسؤولة.

1. Presentation of a claim to a launching State for compensation for damage under this Convention shall not require the prior exhaustion of any local remedies which may be available to a claimant State or to natural or juridical persons it represents.
1- لا يشترط لجواز تقديم مطالبة إلى الدولة المطلقة بالتعويض عن أضرار بموجب هذه الاتفاقية سبق استنفاد طرق الرجوع المحلية التي تكون متاحة للدول المطالبة أو للأشخاص الطبيعيين أو المعنويين الذين تمثلهم.

2. Nothing in this Convention shall prevent a State, or natural or juridical persons it might represent, from pursuing a claim in the courts or administrative tribunals or agencies of a launching State.
2- ليس في هذه الاتفاقية ما يمنع أيَّةَ دولة، أو أشخاص طبيعيين أو معنويين تمثلهم، من رفع الدعوى لدى المحاكم القضائية للدولة المطلقة أو لدى محاكمها أو هيئاتها الإدارية.

A State shall not, however, be entitled to present a claim under this Convention in respect of the same damage for which a claim is being pursued in the courts or administrative tribunals or agencies of a launching State or under another international agreement which is binding on the States concerned.
بيد أنه لا يحق لأية دولة أن تقدم، بموجب هذه الاتفاقية أو بموجب أيِّ اتفاق دولي آخر ملزم للدول المعنية، مطالبة بالتعويض عن أضرار رفعت بشأنها دعوى لدى المحاكم القضائية للدولة المطلقة أو لدى محاكمها أو هيئاتها الإدارية.

(c) The term " State of registry " means a launching State on whose registry a space object is carried in accordance with article II.
(ج) ويقصد بتعبير " دولة التسجيل " الدولة المطلقة المقيد الجسم الفضائي في سجلها وفقا للمادة الثانية.

In submitting this request, the United States notes that complete information is not available for all of the referenced space objects and that, consistent with its longstanding registration practice, the United States is not necessarily a launching State for each of the space objects it registers.
