4. Calls on all parties concerned to respond positively to the initiatives for dialogue and negotiations to secure a peaceful settlement to the crisis in conformity with Article 33 of the United Nations Charter, which calls for the settlement of disputes through negotiation, mediation and judicial procedures, and calls for a fair and impartial trial of the two suspects in a neutral country to be agreed upon by all the parties concerned;
٤ - يدعو جميع اﻷطراف المعنية إلى الاستجابة للمبادرات الداعية إلى الحوار والتفاوض بغية التوصل إلى حل سلمي لﻷزمة وفقا للمادة ٣٣ من الفصل السادس من ميثاق اﻷمم المتحدة التي تدعو إلى حل النزاعات عن طريق المفاوضات والوساطة والتسوية القانونية، كما يدعو إلى محاكمة المشتبه فيهما محاكمة عادلة ونزيهة في بلد محايد تتفق عليه كافة اﻷطراف المعنية؛

4. CALLS ON all parties concerned to positively respond to the initiatives for dialogue and negotiations to secure a peaceful settlement to the crisis in conformity with Article 33 of Chapter VI of the Charter of the United Nations which calls for the settlement of disputes through negotiations, mediation and legal procedures and CALLS for a fair trial of the two suspects in a neutral country to be agreed upon by all the parties concerned;
٤ - يدعو جميع اﻷطراف المعنية إلى الاستجابة للمبادرات الداعية إلى الحوار والتفاوض بغية التوصل إلى حل سلمي لﻷزمة وفقا للمادة ٣٣ من الفصل السادس من ميثاق اﻷمم المتحدة التي تدعو إلى حل النزاعات عن طريق المفاوضات والوساطة والتسوية القانونية، كما يدعو إلى محاكمة المشتبه فيهما محاكمة عادلة ونزيهة في بلد محايد تتفق عليه كافة اﻷطراف المعنية؛

On that basis, the Libyan Arab Jamahiriya declared that it was ready to begin negotiations with the countries concerned, under the auspices of the Secretary-General of the United Nations, on the conduct of the trial in a neutral country to which none of the parties to the dispute objected and where all the guarantees necessary to bringing the truth to light could be provided. The key issue for Turkmenistan as a neutral country in such conditions is cooperation in the name of peace and security and the well-being and prosperity of its people.
