21. Article 51 of the model agreement provides for the establishment of a standing claims commission to settle disputes of a private law character involving the United Nations operation or any of its members.
٢١- وتنص المادة ٥١ من نموذج اتفاق تحديد مركز القوات على إنشاء لجنة دائمة للمطالبات لتسوية المنازعات التي لها طابع القانون الخاص وتكون عملية اﻷمم المتحدة أو أحد أفرادها طرفا فيها.

Within the context of United Nations peace-keeping operations, the Organization has, to date, been confronted with disputes or claims of a " private law " character that have fallen primarily into two main categories.
١٥ - في اطار عمليات اﻷمم المتحدة لحفظ السلام، واجهت المنظمة، حتى تاريخه، نزاعات أو مطالبات لها طابع القانون الخاص وانقسمت أساسا إلى فئتين رئيسيتين.
