The DOE selected by project participants to validate a proposed afforestation or reforestation project activity under the CDM, being under a contractual arrangement with them, shall review the project design document and any supporting documentation to confirm that the following requirements have been met:

A baseline shall be deemed to reasonably represent [the baseline net greenhouse gas removals by sinks of] a proposed afforestation or reforestation project activity under the CDM if it is derived using a baseline methodology referred to in paragraphs 16 and 17 above.
ويعتبر خط الأساس ممثلا معقولاً [لصافي إزالة غازات الدفيئة بالمصارف عند خط الأساس] لنشاط مشروع مقترح للتحريج أو إعادة التحريج في إطار آلية التنمية النظيفة إذا كان موضوعاً وفقاً لمنهجية من منهجيات خط الأساس المشار إليهـا في الفقرتين 16 و17 أعلاه.

The baseline for a proposed afforestation or reforestation project activity under the CDM is the scenario that reasonably represents the sum of the changes in carbon stocks in the carbon pools within the project boundary that would have occurred in the absence of the proposed project activity.
19- خط الأساس لنشاط مشروع مقترح للتحريج أو إعادة التحريج في إطار آلية التنمية النظيفة هو السيناريو الذي يمثل بصورة معقولة مجموع التغيرات التي كان يمكن أن تحدث في مخزونات الكربون الموجودة في مجمعات الكربون داخل حدود المشروع في حالة عدم وجود النشاط المقترح للمشروع.
