99. At the twentieth ordinary session of the summit of the African Union, in January 2013, the Executive Council requested the African Union Commission to take all measures necessary for the organization of a referendum for self-determination of the people of Western Sahara in compliance with the relevant Organization of African Unity decisions and United Nations resolutions.
99 - وفي الدورة العادية العشرين لقمة الاتحاد الأفريقي التي عقدت في كانون الثاني/يناير 2013، طلب المجلس التنفيذي إلى مفوضية الاتحاد الأفريقي " أن تتخذ جميع التدابير اللازمة لتنظيم استفتاء لتقرير المصير لشعب الصحراء الغربية وفقا لمقررات منظمة الوحدة الأفريقية وقرارات الأمم المتحدة ذات الصلة " .

The following year, the Security Council approved the deployment in the territory of the United Nations Mission for the Referendum in Western Sahara (MINURSO), with the explicit mandate of holding a referendum for self-determination at a specified date " not later than February 1991 " in accordance with the timetable for the implementation of the settlement plan as approved by the Security Council in its resolution 690 (1991).

With respect to the question of Western Sahara, a referendum for self-determination in accordance with the settlement plan approved by Morocco and the Frente Popular para la Liberación de Saguia el-Hamra y de Río de Oro (Frente POLISARIO) and confirmed by the Security Council would contribute greatly to the peace and stability of the region, and his country would spare no effort in promoting such a measure.

Resolution 2003/1 reaffirmed the responsibility of the United Nations towards the people of Western Sahara and reiterated support for efforts to organize and supervise a referendum for self-determination of the people of Western Sahara in conformity with resolutions 658 (1990) and 690 (1991).
وأكد القرار 2003/1 من جديد مسؤولية الأمم المتحدة تجاه شعب الصحراء الغربية وأكد من جديد التأييد للجهود المبذولة في سبيل تنظيم استفتاء بشأن تقرير المصير لشعب الصحراء الغربية، والإشراف على ذلك الاستفتاء، وذلك طبقاً لقراري مجلس الأمن 658 (1990) و 690 (1991).

9. The resolution went on to condemn the unilateral seizure of the country by France on 24 September 1853, the colonial oppression of the Kanaks for 141 years, the signing of the Matignon Accords which aimed at destroying the Kanaks' culture and customs, and the holding of a referendum for self-determination in 1988 which took no account of the Kanak people's right freely to determine its own future.
٩ - وترد في القرار أيضا إدانة لاستيلاء فرنسا من جانب واحد يوم ٢٤ أيلول/سبتمبر ١٨٥٣ على بلاد الكاناك، والاضطهاد الاستعماري للكاناك على مدى ١٤١ عاما، وتحقيق اتفاقات ماتينيون الهادفة إلى تدمير ثقافة الكاناك وأعرافهم، وإجراء استفتاء بشأن تقرير المصير في عام ١٩٩٨، دون مراعاة حق شعب الكاناك في تقرير مستقبله بحرية.
