1. Syrian law applies to every Syrian who, in the capacity of perpetrator, instigator or accomplice, commits outside Syrian territory a serious or lesser offence that is punishable under Syrian law.
المادة 20 1. يطبق القانون السوري على كل سوري، فاعلاً كان أو محرضاً أو متدخلاً، أقدم خارج الأرض السورية، على ارتكاب جناية أو جنحة يعاقب عليها القانون السوري.

In no case shall extradition be granted if the act is not punishable under Djiboutian law by a serious or correctional penalty.
ولا يجوز التسليم بأي حال من الأحوال إذا كان القانون الجيبوتي لا يُعاقِب على الفعل باعتباره جناية أو جنحة.

Article 130 of the Penal Code establishes that an accomplice to a serious or minor offence is liable to the punishment for that serious or minor offence.
وينص الفصل 130 من القانون الجنائي على أن المشارك في جناية أو جنحة تُنزل به عقوبة قمع ارتكاب هذه الجناية أو الجنحة.

The Committee notes with concern the principle of " double criminality " in article 5 of the General Penal Code, which requires that a person who has committed a serious or lesser offence abroad can be punished in Iceland only if the act is punishable under the law of the country in which it was committed.
275- تلاحظ اللجنة بقلق أن مبدأ " التجريم المزدوج " المنصوص عليه في المادة 5 من قانون العقوبات العام، وهو المبدأ الذي لا يجوز بموجبه أن يعاقَب في آيسلندا أي شخص ارتكب جريمة أو جنحة في الخارج إلا إذا كان الفعل الذي ارتكبه فعلاً يستوجب العقاب بموجب قانون البلد الذي ارتُكب فيه.

Juvenile delinquent: any juvenile who commits a serious or major offence.
- أما الحدث المنحرف: فهو كل حدث ارتكب جناية أو جنحة.

The Egyptian Penal Code also penalizes the attempt to commit an offence. Article 45 thereof defines this as undertaking an act for the purpose of committing a serious or less serious offence which is halted or aborted for reasons independent of the will of the perpetrator.
كما أن قانون العقوبات المصري عاقب على الشروع في ارتكاب الجرائم وعرَّفه في المادة 45 منه أنه البدء في تنفيذ فعل بقصد ارتكاب جناية أو جُنحة إذا أوقف أو خاب أثره لأسباب لا دخل لإرادة الفاعل فيها.

Article 19 states that " if a minor commits a serious or lesser offence, he may not be sentenced to capital punishment " .
وتنص المادة 19 من القانون المذكور على أنه " إذا ارتكب الحدث جناية أو جنحة، فلا يجوز الحكم عليه بالإعدام " .

Article 8, concerning the measures to be taken against a minor under the age of 14 who commits a serious or a lesser offence;

126. Under article 20 of the Syrian Criminal Code, Syrian law applies to every Syrian abroad who commits, instigates or is an accessory to a serious or a major offence which is punishable under Syrian law. The same rule applies to persons who have forfeited Syrian nationality or who acquire it after committing a serious or a major offence.
126- جاء النص في المادة 20 من قانون العقوبات السوري على أن يطبق القانون السوري على كل سوري فاعلاً كان، أو محرضاً أو متدخلاً، أقدم خارج الأرض السورية على ارتكاب جناية أو جنحة يعاقب عليها القانون السوري، ويبقى الأمر كذلك ولو فقد المدعى عليه الجنسية السورية، أو اكتسبها بعد ارتكاب الجناية أو الجنحة.

These provisions include principles of security and minimum accounting which all legal persons, organizations and structures must adopt in order to prevent the use of such persons as a cover for the financing of individuals, organizations or activities related to terrorist crimes or for the laundering of the proceeds of offences deemed by the law to be of a serious or less serious nature, even if not committed in Tunisia.
وتضمنت هذه الأحكام قواعد تصرف حذر وقواعد محاسبة دنيا يجب على جميع الأشخاص الاعتبارية والتنظيمات والهياكل اعتمادها لتفادي استعمال هذه الذوات كغطاء لتمويل أشخاص أو تنظيمات أو أنشطة لها علاقة بجرائم إرهابية أو بغسل أموال متأتية من جرائم يعتبرها القانون جناية أو جنحة، حتى ولو لم ترتكب داخل تونس.

76. The provisions of the Jordanian Criminal Code apply to any Jordanian who, outside the Kingdom, perpetrates, instigates or is an accessory to a serious or lesser offence punishable by Jordanian law.
76- وتسري أحكام قانون العقوبات الأردني على كل أردني - فاعلاً كان أو شريكاً محرضاً أو متدخلاً - ارتكب خارج المملكة جناية أو جنحة يعاقب عليها القانون الأردني.

89. The provisions of the Jordanian Criminal Code apply to any Jordanian who, outside the Kingdom, perpetrates, instigates or is an accessory to a serious or lesser offence punishable by Jordanian law.
89- وتسري أحكام قانون العقوبات الأردني على كل أردني - فاعلاً كان أو شريكاً محرضاً أو متدخلاً - ارتكب خارج المملكة جناية أو جنحة يعاقب عليها القانون الأردني.

" If an alien is the subject of a serious or custodial penalty in respect of a dishonourable crime or a crime against security, the judge shall deport him. "
فإذا حكم على الأجنبي بعقوبة جناية أو بعقوبة مقيدة للحرية في جريمة مخلة بالشرف أو الأمانة حكم القاضي بإبعاده... " .

Article 19 states: " A juvenile over 14 and under 16 years of age who commits a serious or major offence shall not be sentenced to death, imprisonment with hard labour or flogging but rather to one of the following penalties:
أما المادة 19 فقد نصت على ما يلي: " إذا ارتكب الحدث الذي تجاوز سنه أربع عشرة سنة ولم يبلغ ست عشرة جناية أو جنحة فلا يجوز الحكم عليه بالإعدام أو الحبس المقترن بالأشغال الشاقة، أو الجلد، ويحكم عليه بإحدى العقوبات الآتية:

47. According to article 20 of the Syrian Criminal Code, Syrian law applies to every Syrian abroad who commits, instigates or participates in the commission of a serious or a major offence which is punishable under Syrian law. The same rule applies, even if the accused has forfeited Syrian nationality or acquires Syrian nationality after committing a serious or a major offence.
47- جاء النص في المادة 20 من قانون العقوبات السوري على أن يطبق القانون السوري على كل سوري فاعلاً كان، أو محرضاً أو متدخلاً، أقدم خارج الأرض السورية على ارتكاب جناية أو جنحة يعاقب عليها القانون السوري، ويبقى الأمر كذلك ولو فقد المدعى عليه الجنسية السورية، أو اكتسبها بعد ارتكاب الجناية أو الجنحة.

127. Under article 23 of the same Code, Syrian law applies to every foreign resident of the Syrian Arab Republic who commits, instigates or participates in the commission abroad of a serious or a major offence under articles 19 to 21 of the Code, where the person's return is not requested or granted.
127- وبموجب المادة 23 من القانون ذاته يطبق القانون السوري على كل أجنبي مقيم على الأرض السورية أقدم في الخارج، سواء كان فاعلاً، أو محرضاً أو متدخلاً على ارتكاب جناية أو جنحة غير منصوص عليها في المواد 19-21 إذا لم يكن استرداده قد طُلِب أو قُبِل.

" Any official authority or public official that learns during the course of their duties about the commission of a serious or a major offence shall immediately report the matter to the competent public prosecutor and shall send all information, reports and documents about the offence. "
" على كل سلطة رسمية أو موظف علِمَ أثناء إجراء وظيفته بوقوع جناية أو جنحة أن يُبلغ الأمر في الحال للنائب العام المختص وأن يُرسل إليه جميع المعلومات والمحاضر والأوراق المتعلقة بالجريمة " .

" If the alleged acts constitute a serious or a lesser offence, the governor shall immediately report them to the government procurator in the court within whose jurisdiction his establishment is situated and to the visiting magistrate.
" وإذا كانت هذه اﻷفعال ذات صبغة من شأنها أن تشكل جريمة أو جناية، يجب على مدير السجن أن يعرض اﻷمر فوراً على وكيل الجمهورية لدى المحكمة التي يعود السجن إليها بالنظر وقاضي تطبيق العقوبات الجنائية.

Nevertheless, the Committee reiterates its concern (CRC/C/OPSC/ISL/CO/1) about the principle of " double criminality " in article 5 of the General Penal Code, which requires that a person who has committed a serious or lesser offence abroad can be punished in Iceland only if the act is punishable under the law of the country in which it was committed.

" The following shall be considered as accomplices to a serious or minor offence without directly participating in the offence:
" يعتبر مشاركا في الجناية أو الجنحة من لم يساهم مباشرة في تنفيذها ولكنه أتى أحد الأفعال الآتية:
