1. The States concerned are under the obligation to consult in order to identify any detrimental effects that may result from the succession of States with respect to the nationality of individuals and other related issues concerning their status and, as the case may be, to seek a solution of those problems through negotiations.
١ - يقع على عاتق الدول المعنية التزام بالتشاور لتحديد ما قد ينجم عن خلافة الدول من آثار تضر بجنسية اﻷفراد وغير ذلك من المسائل المتعلقة بمركزهم، وبالقيام، حسب مقتضى الحال، بالتماس حل لتلك المشاكل عن طريق المفاوضات.

Article 50 of the Charter envisaged the right of (Mr. Motsyk, Ukraine) States confronted with special economic problems to consult the Security Council with regard to a solution of those problems.
والمادة ٥٠ من الميثاق تنص على حق الدول التي تواجه مشاكل اقتصادية خاصة في استشارة مجلس اﻷمن بشأن حل هذه المشاكل.

Article 50 of the Charter, it was noted, only provided that States with special economic problems resulting from the imposition of sanctions by the Security Council should " consult the Security Council with regard to a solution of those problems " .
ولوحظ أن المادة ٥٠ من الميثاق تنص فحسب على أن الدول التي تواجه مشاكل اقتصادية خاصة تنشأ عن قيام مجلس اﻷمن بفرض الجزاءات، ينبغي " أن تتذاكر مع مجلس اﻷمن بصدد حل هذه المشاكل " .
