Under article 21, a State party to the Convention may declare at any time that it recognizes the competence of the Committee against Torture to receive and consider communications to the effect that a State party claims that another State party is not fulfilling its obligations under the Convention.
وبموجب المادة ٢١، يجوز ﻷي دولة طرف في الاتفاقية أن تعلن في أي وقت أنها تعترف باختصاص لجنة منهاضة التعذيب في أن تتلقى بلاغات تفيد بأن دولة طرفا تدعي بأن دولة طرفا أخرى لا تفي بالتزاماتها بموجب الاتفاقية وفي أن تنظر في تلك البلاغات.

٧- وقد أصدرت ٣٤ دولة، عند تصديقها على العهد الدولي الخاص بالحقوق المدنية والسياسية أو بعد ذلك، اﻹعلان المنصوص عليه في المادة ١٤ من العهد، واعترفت فيه باختصاص اللجنة المعنية بحقوق اﻹنسان المنشأة بمقتضى المادة ٨٢ من العهد بأن تتلقى وتدرس الرسائل التي تفيد بأن إحدى الدول اﻷطراف تدعي أن دولة طرفا أخرى لا تفي بالالتزامات المترتبة عليها بموجب العهد.

٨- وقد أصدرت ٥٤ دولة، عند تصديقها على العهد الدولي الخاص بالحقوق المدنية والسياسية أو بعد ذلك، اﻹعلان المنصوص عليه في المادة ١٤ من العهد، واعترفت فيه باختصاص اللجنة المعنية بحقوق اﻹنسان المنشأة بمقتضى المادة ٨٢ من العهد بأن تتلقى وتدرس الرسائل التي تفيد بأن إحدى الدول اﻷطراف تدعي أن دولة طرفا أخرى لا تفي بالالتزامات المترتبة عليها بموجب العهد.

1. A State Party to the present Protocol may at any time declare under this article that it recognizes the competence of the Committee to receive and consider communications to the effect that a State party claims that another State Party is not fulfilling its obligations underthe Covenant.
1- لأي دولة طرف في هذا البروتوكول أن تعلن في أي وقت بموجب هذه المادة أنها تعترف باختصاص اللجنة في تلقي رسائل تدعي فيها دولة طرف أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب العهد والنظر فيها.
