24. Paragraph 3 makes it clear that, for the purposes of the Convention, a place of business is not considered to be located in a Contracting State when that place of business is located in a territorial unit of a Contracting State to which unit that State has not extended the Convention.

4. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the law governing the original contract is the law in force in a territorial unit to which this Convention does not extend, the law governing the original contract is considered not to be the law of a Contracting State.
4 - إذا كانت هذه الاتفاقية لا تسري، بمقتضى إعلان صادر وفقا لهذه المادة، على جميع الوحدات الإقليمية للدولة وكان القانون الذي يحكم العقد الأصلي هو القانون النافذ في وحدة إقليمية لا تسري عليها هذه الاتفاقية، لا يعتبر قانون الدولة المتعاقدة هو القانون الذي يحكم العقد الأصلي.

" 3. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the assignor or the debtor is located in a territorial unit to which the Convention does not extend, this location is considered not to be in a Contracting State.
" 3- إذا كانت هذه الاتفاقية، بمقتضى إعلان صادر وفقاً لهذه المادة، لا تسري على جميع الوحدات الإقليمية للدولة وكان مقر المحيل أو المدين واقعاً في وحدة إقليمية لا تسري عليها هذه الاتفاقية، يعتبر المقر المذكور غير واقع في دولة متعاقدة.

3. If, by virtue of a declaration under this article, this Convention extends to one or more but not all of the territorial units of a Contracting State, and if the place of business of a party is located in that State, this place of business, for the purposes of this Convention, is considered not to be in a Contracting State, unless it is in a territorial unit to which the Convention extends.
3- إذا كانت هذه الاتفاقية، بحكم إعلان صادر بمقتضى هذه المادة، تسري على واحدة أو أكثر من الوحدات الإقليمية للدولة المتعاقدة ولكن لا تسري عليها جميعا، وكان مكان عمل الطرف واقعا في تلك الدولة، لا يعتبر مكان العمل هذا واقعا في دولة متعاقدة ما لم يكن واقعا في وحدة إقليمية تسري عليها الاتفاقية.

3. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the assignor or the debtor is located in a territorial unit to which this Convention does not extend, this location is considered not to be in a Contracting State.
3- اذا كانت هذه الاتفاقية، بمقتضى اعلان صادر وفقا لهذه المادة، لا تسري على جميع الوحدات الاقليمية للدولة وكان مقر المحيل أو المدين واقعا في وحدة اقليمية لا تسري عليها هذه الاتفاقية، يعتبر المقر المذكور غير واقع في دولة متعاقدة.

The effect of a declaration under article 36 is that a party located in a territorial unit, to which the draft Convention is not to be applied by virtue of the declaration, is not considered to be located in a Contracting State (paragraph 3).

The law should provide that the law of a territorial unit is the applicable law if:

(b) Under the law of that State the law of a territorial unit applies only if the depositary bank has an office within that territorial unit which satisfies the condition specified in the second sentence of recommendation 206 (alternative B); and
