2.3 Consistent with past practice and in the absence of a decision by the General Assembly to the contrary, the activities proposed under the present section for the biennium 2006-2007 include library services in Geneva and Vienna, which fall under subprogramme 3, Library services, of programme 23, Public information, of the biennial programme plan.

It has reiterated its recommendation to the General Assembly that, in the absence of a decision by the Assembly itself to the effect that a Territory had attained a full measure of self-government in the terms of Chapter XI of the Charter, the administering Power concerned should continue to transmit information under Article 73 e with respect to that Territory.

The note further stated that, in the absence of a decision by the General Assembly on this matter, the rules of procedure of committees of the Assembly as well as rules 45 and 60 (the latter was rule 62 at the time of the preparation of the note) would apply to the procedure of the Commission mutatis mutandis, unless the Commission decided to adopt its own rules of procedure.
8- وأشارت المذكرة أيضا إلى أنه نظرا لعدم وجود قرار من الجمعية العامة بهذا الشأن فإن النظام الداخلي للجان الجمعية، وكذلك المادتين 45 و60 (كانت الأخيرة تحمل الرقم 62 وقت إعداد المذكرة)، تسري على إجراءات اللجنة مع ما يقتضيه اختلاف الحال من تغييرات، ما لم تقرر اللجنة اعتماد نظامها الداخلي الخاص بها.
