وتلاحظ أيضاً أن الدولة الطرف، برفضها حق الفرد في أن يمثل وعدم قبولها اختصاص اللجنة بتقرير ما إذا كان ينبغي تسجيل بلاغ ما وإعلانها مسبقاً أنها لن تقبل قرار اللجنة بشأن مقبولية هذا البلاغ أو أسسه الموضوعية، تكون قد أخلّت بالتزاماتها بموجب المادة 1 من البروتوكول الاختياري للعهد.

It noted with appreciation that 26 States had ratified the Convention and 88 States had signed it, and invited all States that had yet to ratify the Convention to do so and to accept the competence of the Committee under articles 31 and 32.
ولاحظ مع التقدير أن 26 دولة قد صدقت على الاتفاقية وأن 88 دولة قد وقعت عليها، ودعا جميع الدول التي لم تصدق بعد على الاتفاقية إلى أن تفعل ذلك وأن تقبل اختصاص اللجنة بموجب المادتين 31 و 32.
