Her delegation took note with concern of paragraphs 3 and 4 of the report of the Advisory Committee on Administrative and Budgetary Questions (A/52/890), which suggested that the criteria for the acceptance of gratis personnel were being relaxed or disregarded.

١٠ - ولا يمكن الفصل بين النظر في السياسات واﻹجراءات المتصلة بقبول اﻷفراد المقدمين دون مقابل وبين الحالة المالية الشاملة للمنظمة والبيئة الراهنة من تزايد الطلبات التي واكبتها قيود متزايدة في الميزانية بما أفضى بمديري البرامج إلى التماس وقبول عروض بتقديم أفراد دون مقابل حتى يعوضوا عن التناقص في الموارد المأذون بها من أجل تنفيذ برنامج العمل المعتمد.

The Committee reiterates its statement made in paragraph 6 of its previous report (A/52/890), and endorsed by the General Assembly in paragraph 8 of its resolution 52/234, that “this action contravenes the procedures and provisions of resolution 51/243, which do not allow acceptance of gratis personnel on the grounds of failure by the Secretariat to recruit staff in an expeditious manner”.
