9. 2. The search for effective responses to common global challenges and threats must be carried out in strict compliance with the Charter of the United Nations and the universally accepted rules of international law by uniting the efforts of all countries and overcoming confrontational thinking, bloc politics and unipolarity using the potential of multilateral diplomacy.

8. The framework of the internal legal system has been set up under Article 9 of the Constitution on the basis of the principle that ratified and published international treaties and universally accepted rules of international law form an integral part of the internal legal system and take precedence over the national legislation and apply directly when regulating matters differently from the relevant national legislation.
8- أما إطار النظام القانوني الداخلي فقد حُدد بموجب المادة 9 من الدستور على أساس المبدأ القائل بأن المعاهدات الدولية المصدّق عليها والمنشورة وقواعد القانون الدولي المقبولة عالمياً تشكل جزءاً لا يتجزأ من النظام القانوني الداخلي وتعلو على التشريع الوطني وتنطبق بشكل مباشر إذا كان تنظيمها للأمور مغايراً لما هو عليه في التشريع الوطني ذي الصلة.

Those positions deviated too much from the generally accepted rules of international law and might hamper the development of the protection of those rights through treaties, by discouraging States from becoming parties thereto.
وهذه المواقف تنحرف كثيرا عن قواعد القانون الدولي المقبولة بوجه عام وقد تعوق عملية تطوير حماية هذه الحقوق من خلال المعاهدات، إذ أنها لا تشجع الدول على أن تصبح أطرافا فيها.

33. This disposition is in conformity with the Constitution of Serbia, which stipulates that generally accepted rules of international law and ratified international treaties form an integral part of the legal system of Serbia and that they are implemented directly.
33 - ويتفق هذا الحكم مع دستور جمهورية صربيا الذي ينص على أن قواعد القانون الدولي المقبولة عموما والمعاهدات الدولية المصادق عليها تشكل جزءا لا يتجزأ من النظام القانوني لصربيا وأنها تُنفذ بصفة مباشرة.

"
18- وترسي المادة 9 من الدستور مبدأ أولوية القانون الدولي: " تشكل المعاهدات الدولية المصدق عليها والمنشورة ومبادئ القانون الدولي المقبولة بشكل عام جزءاً لا يتجزأ من النظام القانوني الداخلي، ويكون لها الأولوية على التشريعات الوطنية وتطبق مباشرة حيثما تنظم العلاقات بشكل مختلف عن التشريع الداخلي " .
