1 - نؤكد من جديد حق البلدان غير الساحلية في الوصول إلى البحر ومنه، وحرية المرور العابر خلال أقاليم بلدان المرور العابر بجميع وسائل النقل وفقا للقانون الدولي.

2. Reaffirms the right of access of landlocked countries to and from the sea and freedom of transit through the territory of transit States by all means of transport, in accordance with international law;
٢ - تعيد تأكيد حق البلدان غير الساحلية في الوصول إلى البحر ومنه، وحقها في حرية المرور العابر خلال أقاليم دول المرور العابر بجميع وسائل النقل، وفقا للقانون الدولي؛

ومن المشجع أن نلاحظ أن المادة 125 من اتفاقية الأمم المتحدة لقانون البحار تنص على حق البلدان غير الساحلية في الوصول إلى البحر ومنه وحرية المرور العابر من خلال أراضي بلدان المرور العابر بكل وسائل النقل.

ومن الأهمية بمكان إعادة التأكيد على حق البلدان غير الساحلية في الوصول إلى البحر والسفر منه، وفي حرية المرور عبر أراضي بلدان المرور العابر بجميع وسائل النقل وباستخدام أكثر الطرق ملاءمة للنقل الدولي العابر وفقا للقواعد الدولية المعمول بها.

12. The Ministers reaffirmed the right of access of landlocked countries to and from the sea and freedom of transit through the territory of transit countries by all means of transport, in accordance with applicable rules of international law.
12 - وأكد الوزراء من جديد حق الدول غير الساحلية في الوصول إلى البحر ومنه، وحرية النقل العابر لأراضي بلدان المرور العابر بجميع وسائط النقل وفقا للقواعد المنصوص عليها في القانون الدولي.
