The National Action Charter sets out the guiding principles of national action and the role of State institutions and the constitutional powers.
ويتضمن ميثاق العمل الوطني المبادئ التي توجه العمل الوطني ودور مؤسسات الدولة وسلطاتها الدستورية.

With regard to the fundamental pillars of society, the National Action Charter stipulates as follows:

The Kingdom of Bahrain acts to maintain and protect human rights and guarantee that citizens and residents enjoy their rights as stipulated in the National Action Charter, the Constitution and relevant national legislation.
تعمل مملكة البحرين على صون وحفظ حقوق الإنسان وكفالة تمتع المواطنين والمقيمين بحقوقهم المنصوص عليها في ميثاق العمل الوطني والدستور والتشريعات الوطنية ذات الصلة.

The adoption of the National Action Charter in 2001 was welcomed.

4. Giving effect to the principles relating to women that are enshrined in the National Action Charter and establishing appropriate mechanisms towards that end;

The National Action Charter affirms, the principle of equal human dignity.
85- وأكد ميثاق العمل الوطني فيما أكد عليه، على مبدأ المساواة في الكرامة الإنسانية.

However, it remains concerned that the grounds of non-discrimination contained in article 18 of the 1973 Constitution and chapter 1, section 2, of the National Action Charter do not reflect the grounds of non-discrimination contained in article 2 of the Convention.

The Council and civil society organizations, in particular women's associations and the Bahraini Women's Union, have taken steps to address this issue in line with the equality principle enunciated in the National Action Charter and the Bahraini Constitution.
وجاء اهتمام المجلس ومنظمات المجتمع المدني وبصفة خاصة الجمعيات النسائية والاتحاد النسائي البحريني في هذا الشأن استناداً إلى مبدأ المساواة الذي يكرسه ميثاق العمل الوطني والدستور البحريني.

111. The Committee expressed concern that the grounds of non-discrimination contained in article 18 of the 1973 Constitution and chapter 1, section 2, of the National Action Charter did not reflect the grounds of non-discrimination contained in article 2 of the Convention.
111- أبدت اللجنة قلقها من أن أسس عـدم التمييز الواردة في المـادة 18 من دستور عام 1973 والفصل الأول من المادة 2 من ميثاق العمل الوطني لا تعكس أسس عدم التمييز الواردة في المادة 2 من الاتفاقية.

The Constitution guarantees respect for human rights in accordance with the lofty values and great human principles embodied in the National Action Charter.
يكفل الدستور احترام حقوق الإنسان، اتساقاً مع القيم الرفيعة والمبادئ الإنسانية العظيمة التي تضمنها ميثاق العمل الوطني().

I also noted the important provisions of the National Action Charter aiming at the establishment of a democratically elected legislative body and affirming women's political rights to vote and to stand for elections, the planned guarantees for the separation of powers and for an independent judiciary, and the safeguards for individual rights and freedoms.
وأحطتُ علما أيضا بوجــود بنـود هامـــة في ميثاق العمل الوطني الرامي إلى إقامة جهاز ديمقراطي يُنتخب أعضاؤه، وتأكيد الحقوق السياسية للمرأة في التصويت والترشح للانتخابات والضمانات المعتزم توفيرها لفصل السلطات وتحقيق استقلالية القضاء وضمانات حقوق وحريات الأفراد.

These actions are being taken within the framework of the comprehensive reform plan that the Kingdom is currently implementing, under the leadership of His Majesty the King, in various constitutional, legislative, economic and social fields, as embodied in the National Action Charter and in accordance with a plebiscite in which Bahraini women took part.
ويأتي ذلك كله ضمن المشروع الإصلاحي الشامل الذي تشهد تنفيذه المملكة على جميع الصُعد الدستورية والتشريعية والاقتصادية والاجتماعية بقيادة صاحب العظمة الملك، والذي جسده ميثاق العمل الوطني بعد استفتاء شعبي شاركت فيه المرأة البحرينية.

The Committee welcomes the steps being taken to revise legislation to ensure that it is in line with the 2001 National Action Charter, and to draft amendments to the Constitution.
474- ترحب اللجنة بالخطوات التي يتم اتخاذها لتنقيح القوانين بغية ضمان اتساقها مع ميثاق العمل الوطني لعام 2001، ولصياغة التعديلات التي ستدخل على الدستور.

(d) Giving effect to the principles relating to women enshrined in the National Action Charter, and establishing appropriate mechanisms towards that end;
(د) تفعيل المبادئ الواردة في ميثاق العمل الوطني فيما يتعلق بالمرأة ووضع الآليات المناسبة لذلك.

Part I of the National Action Charter, entitled: The Fundamental Components of Society, and part II entitled: Guarantees of Individual Liberties and Equality, stipulate that under no circumstances may any person be subjected to any form of physical or mental torture or to any inhuman or degrading treatment.
124- ولقد نص ميثاق العمل الوطني، الفصل الأول: المقومات الأساسية للمجتمع، ثانياً: كفالة الحريات الشخصية والمساواة، على أنه " لا يجوز بأي حال تعرض أي إنسان لأي نوع من أنواع التعذيب المادي والمعنوي، أو لأي معاملة غير إنسانية أو مهينة أو ماسة بالكرامة.

The adoption of the National Action Charter in 2001 which outlines reforms aimed at enhancing non-discrimination, due process of law and the prohibition of torture and arbitrary arrest and stating, inter alia, that any evidence obtained through torture is inadmissible;
`1` اعتماد ميثاق العمل الوطني في عام 2001 والذي يتضمن إصلاحات تهدف إلى تعزيز عدم التمييز، والإجراءات القانونية الواجبة وحظر التعذيب والإيقاف التعسفي. ويذكر، في جملة أمور، عدم جواز قبول أية أدلة يتم الحصول عليها عن طريق التعذيب؛

The Committee welcomes the meaningful political, legal and economic reforms on which the State party has embarked, and notes in particular the adoption of the National Action Charter in 2001, the promulgation of the amended Constitution and the creation of the Constitutional Court in 2002, as well as the establishment of a new bicameral parliament with an elected chamber of deputies.
74- ترحب اللجنة بالإصلاحات السياسية والقانونية والاقتصادية الهامة التي شرعت الدولة الطرف في إجرائها، وتنوه بصفة خاصة باعتماد ميثاق العمل الوطني في عام 2001، وإصدار الدستور المعدل، وإنشاء المحكمة الدستورية في عام 2002، فضلاً عن إنشاء برلمان من مجلسين يضم مجلس نواب منتخباً.

(a) The pace of political reform, including the adoption of the National Action Charter, and the preparations for an elected lower house of parliament in 2004, as well as for the creation of elected municipal councils;
