وفي موضع سابق من مشروع الإعلان، في المادة 7 منه، يرد أن " الإبادة العرقية " و " الإبادة الجماعية الثقافية " هما أي عمل يهدف أو يؤدي إلى تجريد تلك الشعوب من أراضيها أو أقاليمها أو مواردها، وأي شكل من أشكال نقل السكان يهدف أو يؤدي إلى انتهاك أو تقويض أي حق من حقوقها.
