22. His Government had also taken an active part in the deliberations on the draft international convention for the suppression of terrorist bombings and found it unfortunate that the issue of its application to the activities of military forces had made it impossible for the convention to reach the stage of adoption.
٢٢ - واستطرد يقول إن حكومته قد شاركت على نحو نشيط في المداولات المتعلقة بمشروع الاتفاقية الدولية لقمع الهجمات اﻹرهابية بالقنابل ويؤسفها أن ترى أن موضوع تطبيقها على أنشطة القوات المسلحة قد حال دون وصولها إلى مرحلة الاعتماد.

18. The Coordinator recalled the main concerns raised by delegations during the negotiations, namely: (a) the right of peoples to self-determination under international law; (b) the activities of armed forces in armed conflict; and (c) the activities of military forces of a State in peacetime, also taking into account related concerns about State terrorism.
18 - وذكّرت المنسقة بالشواغل الرئيسية التي أثارتها الوفود أثناء المفاوضات، وهي: (أ) حق الشعوب في تقرير المصير بمقتضى القانون الدولي؛ و (ب) أنشطة القوات المسلحة في النـزاعات المسلحة؛ و (ج) أنشطة القوات العسكرية لأي دولة في زمن السلم، مع أخذ الشواغل ذات الصلة بإرهاب الدولة في الاعتبار.

The exclusion of certain activities did not imply either their legality or their impunity; the key question was which corpus of international law should govern activities of military forces in time of peace: the Convention, or other rules of international law. His delegation hoped that a middle ground could be found so that all concerns could be satisfactorily addressed.
وأضاف قائلا إن استبعاد بعض اﻷنشطة لا يترتب عليه ضمنا إسباغ صفة المشروعية عليها ولا إفلاتها من العقاب، وإنما يتمثل السؤال الرئيسي في تحديد أي مصدر من مصادر القانون الدولي ينبغي أن يحكم أنشطة القوات المسلحة في أوقات السلم هل هو الاتفاقية نفسها أم قواعد أخرى من القانون الدولي؟ وقال إن وفده يأمل في التوصل إلى حل وسط حتى يمكن مراعاة جميع الشواغل على نحو مرض.

In the case of the International Convention for the Suppression of Terrorist Bombings, particular attention had been focused on excluding activities of peacekeepers, activities of armed forces and activities of military forces of a State from the scope of the Convention.
وأضاف أنه فيما يتعلق بالاتفاقية الدولية لقمع الهجمات الإرهابية بالقنابل، وجهت عناية خاصة ركزت على استبعاد أنشطة حفظة السلام وأنشطة القوات المسلحة وأنشطة القوات العسكرية للدول من نطاق الاتفاقية.
