1. The present report is submitted pursuant to Human Rights Council resolution 7/25, in which the Council requested the Secretary-General to report on the efforts of the United Nations system to prevent genocide and on the activities of the Special Adviser.
1- يقدَّم هذا التقرير وفقاً لقرار مجلس حقوق الإنسان 7/25 الذي طلب فيه المجلس إلى الأمين العام أن يتيح تقريراً عن جهود منظومة الأمم المتحدة الرامية إلى منع الإبادة الجماعية وعن أنشطة المستشار الخاص.

Therefore, including activities on the so-called responsibility to protect under the activities of the Special Adviser on the Prevention of Genocide was a serious violation of the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation, as well as successive General Assembly resolutions.
