The authority executing the criminal procedure should provide with the facts proving that the organization is involved in an activity prohibited by the law, in particular: organization of a terrorist act, its execution or assistance in it.
ويجب على السلطة القائمة بالإجراءات الجنائية أن تدلي بالحقائق المثبتة لتورط المنظمة في نشاط محظور قانونا، وبخاصة: تنظيم عمل إرهابي أو تنفيذه أو المساعدة على ارتكابه.

3. Each High Contracting Party undertakes never under any circumstances, to assist, encourage or induce, in any way, anyone to engage in any activity prohibited to a State Party under this Protocol.

These reports could be supplemented by the obligation under article XIV of the Treaty of Tlatelolco to submit semi-annual reports simultaneously to the International Atomic Energy Agency and the Organization of American States indicating that no activity prohibited under the Treaty has occurred in national territory.

With respect to Article 1, States Parties have discussed paragraph 1, sub-paragraph c of the Article (i.e., that each State Party undertakes never to assist, encourage or induce, in any way, anyone to engage in any activity prohibited to a State Party under this Convention), - and how they understand its application when engaged in military operations with States not party to the Convention.
