Subparagraph (iii), on the other hand, establishes that the same term also means “political subdivisions of the State which are entitled to perform acts in the exercise of the sovereign authority of the State”.
أما الفقرة الفرعية ' ٣ ' ، فقد عرفت نفس المصطلح على أنه يعني أيضا " التقسيمات الفرعية السياسية للدولة التي يحق لها القيام بأعمال في إطار ممارسة السلطة السيادية للدولة " .

With regard to those texts, the terms “constituent units of a federal State” and “political subdivisions of the State which are entitled to perform acts in the exercise of the sovereign authority of the State” do not appear to be clearly differentiated from one another in respect of their field of application.
٦ - وفيما يتعلق بهذين النصين، فإن عبارتي " الوحدات التي تتكون منها دولة اتحادية " و " التقسيمات الفرعية السياسية للدولة التي يحق لها القيام بأعمال في إطار ممارسة السلطة السيادية للدولة " لا يبدو أن بينهما فرقا واضحا فيما يتعلق بمجال تطبيق كل منهما.

Some thought that constituent units of federal States should be covered by article 2-1 (b) (iii) because in most cases they performed acts in the exercise of the governmental authority of the State.

“5. In the case of a judgement against an agency or instrumentality of the State or other entity entitled to perform acts in the exercise of the governmental authority of the State, measures of constraint may be taken after two months have elapsed since the rendering of the judgement, unless the judgement has been satisfied (or proceedings for the settlement of disputes have been instituted) within this period.
" ٥ - في حالة صدور حكم ضد وكالة أو مؤسسة تابعة للدولة أو ضد أي كيان آخر له أهلية التصرف في إطار ممارسة السلطة الحكومية للدولة، يجوز اتخاذ إجراءات جبرية بعد انقضاء شهرين على إصدار الحكم، إذا لم ينفذ الحكم )أو لم تبدأ إجراءات تسوية النزاعات( خلال هذه الفترة.
