Noting the offer made by the Secretary-General to provide administrative and support arrangements in the framework of an institutional linkage of the Convention secretariat to the United Nations,
وإذ تلاحظ العرض المقدم من اﻷمين العام لتوفير الترتيبات اﻹدارية وترتيبات الدعم في إطار ارتباط مؤسسي ﻷمانة الاتفاقية باﻷمم المتحدة،

In paragraph 6 of the decision, it took note of the decision of the Intergovernmental Negotiating Committee to accept the offer of the Secretary-General of the United Nations to provide the administrative and support arrangements for the Convention Secretariat.
وأحاط المجلس علما في الفقرة ٦ من ذلك المقرر بقرار لجنة التفاوض الحكومية الدولية قبول عرض اﻷمين العام لﻷمم المتحدة بتوفير الترتيبات اﻹدارية وترتيبات الدعم ﻷمانة الاتفاقية.

By decision 3/COP.1, the Conference, inter alia, decided to accept the offer of the Secretary-General of the United Nations for the United Nations to provide the administrative and support arrangements for the Convention secretariat.
٥٥- وبموجب المقرر ٣/م أ-١، قرر المؤتمر، في جملة أمور، قبول العرض المقدﱠم من اﻷمين العام لﻷمم المتحدة بأن توفر اﻷمم المتحدة الترتيبات اﻹدارية وترتيبات الدعم ﻷمانة الاتفاقية.

١- يلاحظ مع التقدير العرض المقدم من اﻷمين العام لﻷمم المتحدة بتوفير الترتيبات اﻹدارية وترتيبات الدعم ﻷمانة الاتفاقية على النحو الوارد في الوثيقتين A/AC.241/44 وA/AC.241/55؛

By its decision 10/2, the INCD recommended to COP 1 that it accept the offer of the Secretary-General of the United Nations for the United Nations to provide administrative and support arrangements for the Permanent Secretariat of the Convention.
٤٧- وكانت لجنة التفاوض الحكومية الدولية قد أوصت في مقررها ٠١/٢ بأن يقبل مؤتمر اﻷطراف اﻷول عرض اﻷمين العام لﻷمم المتحدة بأن توفر اﻷمم المتحدة الترتيبات اﻹدارية وترتيبات الدعم لﻷمانة الدائمة للاتفاقية.

7. The administrative and support arrangements should be effective from the end of the present provisions for the Interim Secretariat, likely this would mean from 1 January 1998 if current projections regarding the entry into force of the Convention hold true.
٧- وينبغي أن تسري الترتيبات اﻹدارية وترتيبات الدعم منذ انتهاء الفترة الحالية لﻷمانة المؤقتة. واﻷرجح أن يكون ذلك ابتداء من ١ كانون الثاني/يناير ٨٩٩١ إذا صحت الاسقاطات الجارية بشأن بدء سريان الاتفاقية.

28. In its decision 4/COP.1, the Conference of the Parties noted with appreciation the offer of the Secretary-General of the United Nations to provide administrative and support arrangements for the secretariat contained in documents A/AC.241/44 and A./AC.241/55.
٨٢- لاحظ مؤتمر اﻷطراف، في مقرره ٤/م أ-١، مع التقدير العرض المقدم من اﻷمين العام لﻷمم المتحدة بتوفير الترتيبات اﻹدارية وترتيبات الدعم ﻷمانة الاتفاقية على النحو الوارد في الوثيقتين A/AC.241/44 وA/AC.241/55.

19. The Conference of the Parties designated Bonn as the seat of the permanent secretariat, accepted the offer of the Secretary-General to provide administrative and support arrangements for the Convention's permanent secretariat, and adopted a Convention budget, as well as rules of procedures and financial rules.
١٩ - وعيﱠن مؤتمر اﻷطراف مدينة بون مقرا لﻷمانة الدائمة؛ كما قبل عرض اﻷمين العام بتقديم الترتيبات اﻹدارية وترتيبات الدعم لﻷمانة الدائمة للاتفاقية؛ واعتمد المؤتمر ميزانية الاتفاقية فضلا عن نظامها الداخلي وقواعدها المالية.

3. Accepts the offer of the Secretary-General of the United Nations, contained in documents A/AC.241/44 and A/AC.241/55, for the United Nations to provide the administrative and support arrangements for the Convention secretariat, and requests the Secretary-General to provide these administrative and support arrangements for the permanent secretariat of the Convention, pursuant to article 23 of the Convention;
٣ - يقبل عرض اﻷمين العام لﻷمم المتحدة، الوارد في الوثيقتين A/AC.241/44 و A/AC.241/55، والذي يقترح فيه أن توفر اﻷمم المتحدة الترتيبات اﻹدارية وترتيبات الدعم ﻷمانة الاتفاقية، ويطلب إلى اﻷمين العام أن يوفر الترتيبات اﻹدارية وترتيبات الدعم هذه لﻷمانة الدائمة للاتفاقية عملا بالمادة ٢٣ من الاتفاقية؛
