As it is also a proven fact that the fight against the traffic in drugs is more effective and less costly along the Afghan borders, the international community should support the efforts made by Afghanistan's neighbouring States along trafficking routes to curb the flow of illicit drugs.
ونظرا لأن من الحقائق المثبتة أيضا أن مكافحة الاتجار بالمخدرات أكثر فعالية وأقل تكلفة على طول الحدود الأفغانية، ينبغي للمجتمع الدولي أن يدعم الجهود التي تبذلها الدول المجاورة لأفغانستان على طول طرق التهريب لوقف تدفق المخدرات غير المشروعة.

وتتضرّر الدول المجاورة لأفغانستان من أنشطة الاتجار بالأفيون والمورفين والهيروين المنقّى، وكذلك من تسريب السلائف الكيميائية وتهريبها ومن تشغيل المختبرات السرّية التي تصنع المخدرات بصورة غير مشروعة ومن تعاطي المواد الأفيونية وإدمانها.

Since the fight against drug trafficking is more effective and less costly along the Afghan borders, the international community should support the efforts made by Afghanistan's neighbouring States and those along the trafficking routes to curb the flow of illicit drugs.
وحيث أن مكافحة المخدرات أكثر فعالية وأقل تكلفة على امتداد الحدود الأفغانية، ينبغي أن يدعم المجتمع الدولي الجهود التي تبذلها الدول المجاورة لأفغانستان وتلك الواقعة على طرق الاتجار من أجل كبح تدفق المخدرات بصورة غير قانونية.

31. Within the context of the Paris Pact initiative, three expert round tables and a joint assessment mission on border control and law enforcement have been organized since August 2005, focusing on Afghanistan's neighbouring countries and the most affected transit countries.
31- في إطار مبادرة ميثاق باريس نظمت، منذ آب/أغسطس 2005، ثلاثة اجتماعات مائدة مستديرة للخبراء وبعثة تقييم مشتركة بشأن مراقبة الحدود وإنفاذ القوانين، ركّزت على البلدان المجاورة لأفغانستان وأشدّ بلدان العبور تضرّرا.

In that connection we would like to stress the importance for regional security of full adherence by Afghanistan's neighbouring countries, first of all, to the principles of respect for sovereignty and non-interference in the internal affairs of the Afghan State and to the provisions of the 2002 Kabul Declaration on Good-neighbourly Relations (S/2002/1416, annex).
