The Conference of the Parties, acting as the supreme body of this Protocol, shall, at its first session after entry into force of this Protocol, decide upon modalities for the conduct of business on matters relating to this Protocol.
٢١- يقوم مؤتمر اﻷطراف، عاملاً بوصفه الهيئة العليا لهذا البروتوكول، في دورته اﻷولى بعد بدء نفاذ هذا البروتوكول، بالبت في طرائق تصريف اﻷمور في المسائل المتصلة بهذا البروتوكول.

4. Where, after entry into force of this Protocol, cluster munitions have become cluster munition remnants located in areas under the jurisdiction or control of a High Contracting Party, each High Contracting Party in a position to do so shall urgently provide emergency assistance to the affected High Contracting Party.
4- بعد بدء نفاذ هذا البروتوكول، ومتى أصبحت الذخائرُ العنقودية مخلفات ذخائر عنقودية موجودة في مناطق مشمولة بولاية أحد الأطراف المتعاقدة السامية أو خاضعة لسيطرته، يقدم كل طرف من الأطراف المتعاقدة السامية لديه القدرة اللازمة مساعدة طارئة على وجه الاستعجال إلى الطرف المتعاقد السامي المتأثر.

2. The first session of the Conference shall be convened by the Depositary no later than [30] days after entry into force of this Treaty.
٢- يدعو الوديع إلى عقد أول دورة للمؤتمر في موعد لا يتجاوز ]٠٣[ يوما من بدء نفاذ هذه المعاهدة.

4. Where, after entry into force of this Protocol, cluster munitions have become cluster munition remnants located in areas under the jurisdiction or control of a High Contracting Party, each High Contracting Party in a position to do so shall urgently provide emergency assistance to the affected High Contracting Party.
4- بعد بدء نفاذ هذا البروتوكول، وفي الحالة التي تصبح فيها ذخائر عنقودية ذخائر عنقودية من مخلفات الحرب موجودة في مناطق خاضعة لولاية أو سيطرة طرف متعاقد سام، يقدم كل طرف قادر من الأطراف المتعاقدة السامية مساعدة طارئة على وجه الاستعجال إلى الطرف المتعاقد السامي المتأثر.

4- بعد بدء نفاذ هذا البروتوكول، وفي الحالة التي تصبح فيها ذخائرُ عنقودية ذخائرَ عنقودية من مخلفات الحرب موجودة في مناطق خاضعة لولاية أو سيطرة أحد الأطراف المتعاقدة السامية، يقدم كل طرف من الأطراف المتعاقدة السامية يملك القدرة اللازمة مساعدة طارئة على وجه الاستعجال إلى الطرف المتعاقد السامي المتأثر.

4. As soon as feasible after the cessation of active hostilities, or where applicable after entry into force of this Protocol for it, each High Contracting Party and party to an armed conflict shall take the following measures in affected territories under its control, to reduce the risk posed by cluster munition remnants:
4- يتخذ كل طرف من الأطراف المتعاقدة السامية وطرف في نزاع مسلح، في أقرب وقت ممكن بعد توقف الأعمال الحربية الفعلية، أو، عند اللزوم، بعد بدء نفاذ هذا البروتوكول بالنسبة إليه، التدابير التالية في الأقاليم المتأثرة التي تخضع لسيطرته من أجل الحد من المخاطر التي تشكلها مخلفات الذخائر العنقودية:

4- بعد بدء نفاذ هذا البروتوكول، ومتى أصبحت الذخائرُ العنقودية مخلفات ذخائر عنقودية موجودة في مناطق مشمولة بولاية أحد الأطراف المتعاقدة السامية أو خاضعة لسيطرته، يقدم كل طرف من الأطراف المتعاقدة السامية، متى كان في وضع يمكنه من ذلك، مساعدة طارئة على وجه الاستعجال إلى الطرف المتعاقد السامي المتأثر.

The verification regime shall be [fully] operational upon the entry into force of this Treaty. [Those parts of the International Monitoring System not fulfilling this requirement due to financial or technical reasons should become operational at the latest [2] years after entry into force of this Treaty.
ويجب أن يكون نظام التحقق جاهزاً ]تماما[ للتشغيل عند بدء نفاذ هذه المعاهدة. ]وينبغي أن تصبح أجزاء نظام الرصد الدولي التي لا تستوفي هذا المتطلب ﻷسباب مالية أو تقنية جاهزة للتشغيل في غضون فترة لا تتجاوز ]عامين[ بعد بدء نفاذ هذه المعاهدة.
