1. Two recommendations are concerned with the elimination of all legal provisions and policies that discriminate against adherents of religions other than Islam and the adoption of a unified law for places of worship.
1- توصيتان تتعلقان بإلغاء كافة الأحكام القانونية، والسياسات التي تميز ضد معتنقي ديانات أخرى غير الإسلام، واعتماد قانون موحد لدور العبادة.

If the State protects the doctrinal and normative contents of one particular religion as such, this will almost inevitably lead to discrimination against adherents of other religions or beliefs, which would be unacceptable from a human rights perspective.
وإذا كانت الدولة تحمي المضامين المذهبية والشارعة لدين معين بحدّ ذاته، فإن ذلك سيؤدي بالضرورة إلى التمييز ضد أتباع الديانات أو المعتقدات الأخرى، وهو أمر غير مقبول من منظور حقوق الإنسان.

This seems like a sound argument. While attempts to stir up hatred against adherents of a religion, or to incite violence against them, may legitimately be suppressed, criticism of religion as such should not be.
الحقيقة أن هذه الحجة تبدو سليمة. فرغم أن المحاولات الرامية إلى إثارة الكراهية ضد أتباع دين ما أو التحريض على العنف ضدهم يجوز قمعها شرعاً، إلا أن هذا لا ينبغي أن يسري على انتقاد الأديان.

The HR Committee emphasized that recognition of a State religion should not result in impairment of rights nor in discrimination against adherents of other religions or non-believers.
47- أكدت اللجنة المعنية بحقوق الإنسان أن إقرار دين ما كدين للدولة ينبغي أن لا يؤدي إلى إعاقة التمتع بالحقوق ولا إلى أي تمييز ضد معتنقي الديانات الأخرى أو غير المؤمنين(119).

3 - ولاحظت الجمعية أيضا بقلق أن " الحط من شأن الأديان والتحريض على الكراهية الدينية عموما يمكن أن يؤديا إلى التنافر الاجتماعي وانتهاك حقوق الإنسان " ؛ وأثار جزعها " عدم اتخاذ بعض الدول أي إجراءات لمكافحة هذا الاتجاه المتنامي وما ينجم عنه من ممارسات تمييزية ضد معتنقي أديان معيّنة " .

Persecution may be inter-religious (directed against adherents or communities of different faiths), intra-religious (within the same religion, but between different sects, or among members of the same sect), or a combination of both.
