261. Intentionally directing attacks against the civilian population as such, or against civilians not taking a direct part in hostilities, is a serious violation of international humanitarian law and amounts to a war crime.
261 - والهجمات الموجهة عمدا ضد السكان المدنيين بصفتهم هذه، أو ضد أفراد مدنيين لا يشاركون مباشرة في الأعمال الحربية، يعد انتهاكا خطيرا للقانون الإنساني الدولي ويرقى إلى مرتبة جرائم الحرب().

(e) It is prohibited to direct mines, either in offence, defence or by way of reprisals, against the civilian population as such or against individual civilians or civilian objects. (Article 3.7);
(ﻫ) يُحظر توجيه الألغام ضد السكان المدنيين بصفتهم هذه أو ضد مدنيين فرادى أو ممتلكات مدنية، سواء في الهجوم أو الدفاع أو على سبيل الرد الانتقامي. (المادة 7-3)؛

6. It is prohibited in all circumstances to direct any MOTAPM/AVM, either in offence or defense, or by way of reprisals, against the civilian population as such or against individual civilians or civilian objects, as defined by paragraph 7 of article 2 of Amended Protocol II.
6- يُحظر في كافة الظروف توجيه أي لغم غير الألغام المضادة للأفراد/لغم مضاد للمركبات سواء في الهجوم أو الدفاع أو على سبيل الرد الانتقامي ضد السكان المدنيين بصفتهم هذه أو ضد أفراد مدنيين أو أعيان مدنية، على النحو المعرّف في الفقرة 7 من المادة 2 من البروتوكول الثاني المعدل.

5. It is prohibited in all circumstances to direct any MOTAPM/AVM, either in offence or defence, or by way of reprisals, against the civilian population as such or against individual civilians or civilian objects.
5- يُحظر في كافة الظروف توجيه أي لغم غير الألغام المضادة للأفراد/لغم مضاد للمركبات ضد السكان المدنيين بصفتهم هذه أو ضد أفراد مدنيين أو أعيان مدنية، سواء في الهجوم أو الدفاع أو على سبيل الرد الانتقامي.

5. It is prohibited in all circumstances to direct any MOTAPM/AVM, either in offence or defence, or by way of reprisals, against the civilian population as such or against individual civilians or civilian objects [as defined Amended Protocol II].
5- يُحظر في كافة الظروف توجيه أي لغم غير الألغام المضادة للأفراد/لغم مضاد للمركبات سواء في الهجوم أو الدفاع أو على سبيل الرد الانتقامي ضد السكان المدنيين بصفتهم هذه أو ضد أفراد مدنيين أو أعيان مدنية [على النحو المعرّف في البروتوكول الثاني المعدل].

That such conduct constitutes a war crime is confirmed by Article 8 of the Rome Statute which includes as a war crime " intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities " .

Condemns all violent acts committed against the civilian population as such, in violation of international humanitarian law in situations of armed conflict, and calls for an effective response to such acts, in particular the immediate release of women and children taken hostage, including those subsequently imprisoned, in armed conflicts, including by strengthening international cooperation in this field;
2 - تدين جميع أعمال العنف التي ترتكب ضد السكان المدنيين بصفتهم تلك في حالات النزاع المسلح وبما يخالف القانون الإنساني الدولي، وتدعو إلى الرد بصورة فعالة على هذه الأعمال، لا سيما عن طريق الإفراج الفوري عن النساء والأطفال المأخوذين رهائن في نزاعات مسلحة، بمن فيهم الذين يُسجنون فيما بعد، بسبل منها تعزيز التعاون الدولي في هذا الميدان؛
