In particular, Chapter I, Article 2, paragraph 4, of the Charter states that " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations " .
إذ تنص الفقرة 4 من المادة 2 من الفصل الأول من الميثاق على ما يلي: ' ' يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة``.

يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستخدام القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة، أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة.

وإذ تضع في اعتبارها أن الدول ملتزمة بموجب ميثاق اﻷمم المتحدة بالامتناع عن استعمال القوة أو التهديد باستعمالها ضد السلامة الاقليمية أو الاستقلال السياسي ﻷي دولة.

The statement reaffirmed that under the Charter all Members had undertaken to refrain from the threat or use of force against the territorial integrity or political independence of any State.

It further recalls that such threats are contrary to the principles of the United Nations Charter, particularly paragraph 4 of Article 2 of the Charter, which clearly states that all members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State.
وتشير كذلك إلى أن توجيه هذه التهديدات يتنافى ومبادئ ميثاق الأمم المتحدة، لا سيما الفقرة 4 من المادة 2 من الميثاق، التي تدعو بوضوح الأعضاء جميعا إلى الامتناع في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة.

Article 2(4) of the Charter proclaims: " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations " .
وتعلن المادة 2 (4) من الميثاق ما يلي: " يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة " ().

Such declarations contradict the principles of the United Nations Charter, in particular the provision that all Members should refrain in their international relations from the threat of the use of force against the territorial integrity or political independence of any other State.
إن هذه اﻹعلانات تتناقض ومبادئ ميثاق اﻷمم المتحدة، ولا سيما النص بأن تمتنع جميع الدول اﻷعضاء عن استعمال القوة أو التهديد باستعمالها ضد السلامة الاقليمية أو الاستقلال السياسي ﻷي دولة أخرى.

In this context, the Council asserts that any State shall refrain from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations.
