وإذ تضع في اعتبارها أيضا أن الجرائم المرتكبة ضد المرأة باسم الشرف، التي يجتمع فيها عامل القتل العمد مع سبق الإصرار، تعد مسألة من مسائل حقوق الإنسان وأن على الدول التزامات بأن تجتهد على النحو الواجب للحيلولة دون وقوع أعمال العنف والتحقيق فيها ومعاقبة مرتكبيها وتوفير الحماية للضحايا،
