" aggravated circumstances " are found if the conduct is characterized as propaganda, which is understood as the systematic, intensive or continuous attempt to influence opinion, or if conducted as part of the activities of an organization.
وتطبَّق الظروف المشددة إذا ما تَقرَّر أن السلوك يشكل دعاية، باعتباره جهداً منهجياً أو مكثفاً أو مستمراً يُقصد به التأثير على الرأي، أو إذا ما تم في إطار أنشطة منظمة من المنظمات.
