On 13 November, during her mission to Indonesia, the High Commissioner expressed distress at reports of violent attacks, forced displacement, denial of identification cards and other forms of discrimination and harassment against religious minorities from the Ahmadiyya, Christian, Shia and traditional belief communities.
وأثناء البعثة التي قامت بها إلى إندونيسيا في 13 تشرين الثاني/ نوفمبر، أعربت عن انزعاجها لورود تقارير عن حدوث هجمات عنيفة وعمليات تشريد قسري، وحرمان من بطاقات الهوية وغيرها من أشكال التمييز والمضايقة ضد الأقليات الدينية المنتمية إلى الأحمدية والمسيحية والشيعية والمعتقدات التقليدية.

41. In April 2008, the Special Rapporteur on freedom of religion stated that a ban on the Ahmadiyya community in Indonesia might increase the risk of attacks on Ahmadiyya followers by vigilante groups.
41- وفي نيسان/أبريل 2008، قال المقرر الخاص المعني بحرية الدين إن من شأن حظر الطائفة الأحمدية في إندونيسيا أن يزيد من خطر تعرض أتباعها لهجمات على يد هيئات الحِسْبة(100).

According to JS8, the 3 Ministries Joint Decree in 2008 triggered the increase of violence against Ahmadiyya congregation perpetrated by vigilante groups (Islamic-radical).
فقد جاء في الورقة المشتركة 8 أن مرسوماً مشتركاً بين 3 وزارات في عام 2008 أجّج العنف ضد الطائفة الأحمدية على يد الجماعات المشتغلة بالحِسْبة (الإسلامية المتشددة)(114).

While a few instances of religious discrimination have occurred, religious liberty is generally protected and the Government is willing to rectify past discriminations, for example, by allowing Ahmadiyya Muslims to practice freely.
ورغم حدوث تمييز ديني في حالات قليلة، فإن الحرية الدينية محمية بصفة عامة والحكومة عازمة على تصحيح أوجه التمييز الماضية وذلك مثلاً بتمكين مسلمي الطائفة الأحمدية من ممارسة شعائرهم بحرية(25).

" Most asylum seekers from Pakistan belong to religious minorities, including Ahmadiyya Muslim, Christian and Shia, groups that are often subjected to persecution, discrimination and violence in Pakistan, " said the Special Rapporteur on minority issues.
وقالت المقررة الخاصة المعنية بقضايا الأقليات إن " جل ملتمسي اللجوء من باكستان ينتمون إلى أقليات دينية، منها الأقليات المسلمة الأحمدية والمسيحية والشيعية، وهي جماعات غالباً ما تتعرض للاضطهاد والتمييز والعنف في باكستان " .

It is further concerned about the lenient penalties imposed on the perpetrators of violent attacks motivated by religious hatred, such as the 12 perpetrators of the attacks against members of the Ahmadiyya group at Cikeusik, Banten in February 2011 (arts. 2, 6, 7 and 26).
كما تعرب عن قلقها إزاء العقوبات المتساهلة المفروضة على مرتكبي الهجمات العنيفة بدافع الكراهية الدينية، مثل الإثني عشر شخصاً الذين شنوا هجمات على أفراد من الطائفة الأحمدية في سيكوسيك في بانتن في شباط/فبراير 2011 (المواد 2 و6 و7 و26).

Allegations concerning arrests, beatings, and detentions of Christian worshippers, Ahmadiyya believers, and allegations of imprisonment, flogging, death sentences passed for alleged blasphemy and apostasy have also been transmitted to the Government.
كما أن هناك ادعاءات تتعلق بعمليات اعتقال وضرب واحتجاز لمسيحيين(85) وأفراد من أتباع الطائفة الأحمدية(86) فضلاً عن ادعاءات تتعلق بأحكام سجن وجلد وإعدام قد صدرت في حالات تجديف وردَّة مزعومة، وقد أحيلت هذه الادعاءات أيضاً إلى الحكومة(87).

25. The Committee regrets that Law No. 1 of 1965 on defamation of religion, which prohibits the interpretations of religious doctrines considered divergent from the teachings of protected and recognized religions, the 2005 edicts by the Indonesian Ulema Council and the 2008 Joint Decree by the Minister for Religious Affairs and others, unduly restrict the freedom of religion and expression of religious minorities, such as the Ahmadiyya.
25- وتعرب اللجنة عن أسفها لأن القانون رقم 1 لعام 1965 المتعلق بتشويه صورة الدِّين، والذي يحظر إعطاء تفسيرات للعقائد الدينية التي تُعتبر مخالفة لتعاليم الأديان المحمية والمعترف بها، هو والفتوى الصادرة عام 2005 عن مجلس العلماء الإندونيسي، والمرسوم المشترك الصادر عام 2008 عن وزير الشؤون الدينية وشخصيات أخرى، تقيّد جميعها دون مبرر حرية الدين والتعبير التي تتمتع بها الأقليات الدينية كالطائفة الأحمدية.

Replying to a communication following the issuance of the Joint Ministerial Decree in June 2008 regarding members of the Ahmadiyya community in Indonesia, the Government recalled that Indonesia prided itself on its harmonious mosaic of diverse communities living together and practising several religions of their choice, as long as their religious practices did not impinge on public order and the well-being of society as a whole.
وذكّرت الحكومة، في معرض ردها على بلاغ أعقب صدور المرسوم الوزاري المشترك في حزيران/يونيه 2008 المتعلق بأعضاء الطائفة الأحمدية في إندونيسيا(101)، بأن إندونيسيا أعربت عن اعتزازها بانسجام فسيفساء الطوائف المتنوعة التي تتعايش وتمارس ديانات متعددة من اختيارها، ما لم تخل بالنظام العام ورفاهية المجتمع ككل(102).
