It is worth underlining that at the United Nations, acts, methods and practices of terrorism in all its forms and manifestations are considered as activities aimed at the destruction of human rights, fundamental freedoms and democracy.
ويجدر التأكيد بأن الأمم المتحدة تعتبر أعمال الإرهاب ووسائله وممارساته بجميع أشكاله ومظاهره أنشطة تهدف إلى تقويض حقوق الإنسان والحريات الأساسية والديمقراطية.

1. Reaffirms that hostage-taking, wherever and by whomever committed, is a serious crime aimed at the destruction of human rights and is, under any circumstances, unjustifiable;
1 - تؤكد من جديد أن أخذ الرهائن يشكل، حيثما وقع وأيا كان مرتكبه، جريمة خطيرة تهدف إلى تقويض حقوق الإنسان وأنه لا يمكن تبريرها أيا كانت الظروف؛

1. Reaffirms that hostagetaking, wherever and by whomever committed, is a serious crime aimed at the destruction of human rights and is, under any circumstances, unjustifiable, including as a means to promote and protect human rights;
1- تؤكد من جديد أن أخذ الرهائن يشكل، حيثما وقع وأياً كان مرتكبه، جريمة خطيرة تهدف إلى تقويض حقوق الإنسان وأنه لا يمكن تبريره أياً كانت الظروف، ولو استخدم كوسيلة لتعزيز وحماية حقوق الإنسان؛

Sixthly, the Conference should ask the nuclear-weapon States to carry out, within an agreed time frame and in transparent and internationally verifiable conditions, additional measures aimed at the destruction of their nuclear arsenals.
سادسا، ينبغي للمؤتمر أن يطلب من الدول الحائزة للأسلحة النووية بأن تضطلع ضمن إطار زمني متفق عليه وبشروط من الشفافية وإمكانية التحقق الدولي، بتدابير إضافية ترمي إلى تدمير ترساناتها النووية.

Nothing in the present Declaration shall be interpreted as implying for any individual, group or organ of society or any State the right to engage in any activity or to perform any act aimed at the destruction of the rights and freedoms referred to in the present Declaration.
ليس في هذا اﻹعلان ما يمكن تفسيره على أنه يعني ضمناً أن ﻷي فرد أو جماعة أو هيئة من هيئات المجتمع أو أي دولة الحق في مباشرة أي نشاط أو القيام بأي فعل يهدف إلى إهدار الحقوق والحريات المشار إليها في هذا اﻹعلان.

وإذ يؤكد أن أعمال وأساليب وممارسات الإرهاب تمثل أنشطة تهدف إلى تدمير حقوق الإنسان،

Russia fully ignored Article 30 UDHR which states that nothing in this Declaration maybe interpreted as implying for any state ... any right to engage in any activity or to perform any act aimed at the destruction of the rights and freedoms set force herein.
وتتجاهل روسيا تجاهلاً تاماً المادة 30 من الإعلان العالمي لحقوق الإنسان التي تنص على ما يلي: ليس في هذا الإعلان أي نص يجوز تأويله على نحو يفيد انطواءه على تخويل أي دولة أي حق في القيام بأي نشاط أو بأي فعل يهدف إلى هدم أي من الحقوق والحريات المنصوص عليها فيه.

Taking into account that acts of terrorism in all their forms and manifestations, aimed at the destruction of human rights, have continued despite national and international efforts,
وإذ تضع في اعتبارها أن أعمال اﻹرهاب، بجميع أشكالها ومظاهرها، التي ترمي إلى تدمير حقوق اﻹنسان، قد استمرت على الرغم من الجهود المبذولة على الصعيدين الوطني والدولي،

Nothing in the present Declaration shall be interpreted as implying for any individual, group or organ of society or any State the right to engage in any activity or to perform any act aimed at the destruction of the rights and freedoms referred to in this Declaration.
ليس في هذا اﻹعلان ما يمكن تفسيره على أنه يعني ضمناً أن ﻷي فرد أو جماعة أو هيئة من هيئات المجتمع أو أي دولة الحق في مباشرة أي نشاط أو القيام بأي فعل يهدف إلى إهدار الحقوق والحريات المشار إليها في هذا اﻹعلان.

ولا يزال هؤلاء الملايين من الضحايا المشردين يخضعون اليوم للاغتصاب والإرهاب وأحوال معيشية تهدف إلى تدمير مجتمعاتهم، مما يشكل إبادة جماعية.

Article 30 of the Universal Declaration of Human Rights, which prohibits " any State, group or person ... [from engaging] in any activity or [performing] any act aimed at the destruction of any of the rights and freedoms set forth herein " is particularly important in that regard.
وتكتسي المادة 30 من الإعلان العالمي لحقوق الإنسان، التي تمنع " [أي] دولة أو جماعة أو فرد [من] القيام بنشاط أو تأدية عمل يهدف إلى هدم الحقوق والحريات الواردة فيه " أهمية خاصة في هذا الصدد.

وإذ يثير جزعها أن أعمال الإرهاب بجميع أشكاله ومظاهره الرامية إلى تقويض حقوق الإنسان قد استمرت رغم الجهود الوطنية والدولية،

It reiterated its unequivocal condemnation of the acts, methods and practices of terrorism as activities aimed at the destruction of human rights, fundamental freedoms and democracy, threatening the territorial integrity and security of States, destabilizing legitimately constituted Governments, undermining pluralistic civil society and having adverse consequences for economic and social development.
وأعادت الجمعية العامة تأكيد إدانتها القاطعة لأعمال الإرهاب وأساليبه وممارساته، بجميع أشكالها ومظاهرها، بوصفها أنشطة ترمي إلى تقويض حقوق الإنسان والحريات الأساسية والديمقراطية، مهددة بذلك السلامة الإقليمية للدول وأمنها، ومزعزعة استقرار الحكومات المشكلة بالطرق المشروعة، ومقوضة أركان المجتمع المدني التعددي، وملحقة نتائج ضارة بالتنمية الاقتصادية والاجتماعية للدول.

1- تؤكد من جديد أن أخذ الرهائن يشكل، حيثما وقع وأياً كان مرتكبه، فعلاً غير مشروع يهدف إلى تقويض حقوق الإنسان وأنه لا يمكن تبريره أياً كانت الظروف؛

4. Reaffirms that all acts of terrorism, including acts of hostage-taking, wherever and by whomever they are committed, are serious crimes aimed at the destruction of human rights and are, under all circumstances, unjustifiable;
4- يؤكد مجدداً أن جميع الأعمال الإرهابية، بما فيها أعمال أخذ الرهائن حيثما ارتكبت وأياً كان مرتكبوها تُعدّ جرائم خطيرة الهدف منها تقويض حقوق الإنسان وهي أمر ليس له ما يبرره في كل الظروف؛

Furthermore, exercising human rights and fundamental freedoms could not be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of human rights.
وعلاوة على ذلك، لا يمكن تفسير ممارسة حقوق الإنسان والحريات الأساسية على أنه يعني أن من حق أي دولة أو جماعة أو شخص المشاركة في أي نشاط أو القيام بأي عمل يهدف إلى تدمير حقوق الإنسان.
