وبإمكان المنظمات غير الحكومية - ذات النشاط المتزايد في عالم اليوم - أن تسهم بشكل أكبر حتى مما هو عليه اﻵن في السعي لبلوغ أهداف ميثاق اﻷمم المتحدة في هذا الميدان.

4. Invites all States of the region to take part in the activities of the Regional Centre, proposing items for inclusion in its agenda, making greater and better use of the Centre's potential to meet the current challenges facing the international community and with a view to fulfilling the aims of the Charter of the United Nations in the fields of peace, disarmament and development;
4 - تدعو جميع دول المنطقة لأن تشارك فيما يقوم به المركز اللإقليمي من أنشطة وأن تقترح المواضيع التي يمكن إدراجها في جدول أعماله، وأن تستفيد بشكل أكبر وأفضل مما لدى المركز من قدرات لمواجهة التحديات الماثلة حاليا أمام المجتمع الدولي وبغية تحقيق أهداف ميثاق الأمم المتحدة المتعلقة بالسلام ونزع السلاح والتنمية؛

5. 5 - تدعو جميع دول المنطقة لأن تشارك فيما يقوم به المركز الإقليمي من أنشطة وأن تقترح المواضيع التي يمكن إدراجها في جدول أعماله، وأن تستفيد بشكل أكبر وأفضل مما لدى المركز من قدرات لمواجهة التحديات الماثلة حاليا أمام المجتمع الدولي وبغية تحقيق أهداف ميثاق الأمم المتحدة في مجالات السلام ونزع السلاح والتنمية؛

7. In particular, the following criteria inspire the aims of the Charter:

We have now to reach out boldly and try to recapture some of the original vision built into the stated aims of the Charter.
